INTENT It is the intent of this Invitation for Bids to enter into a contract with a qualified vendor to provide and deliver pool chemicals for an indoor pool facility. SCOPE: These instructions to bidders and general conditions apply to solicitations for material, equipment, supplies or services with an estimated single or combined cost of $5,000 or more. These conditions shall be in force unless otherwise modified by the City in this bid document. Bidders shall be advised that the City of Olathe is not responsible for the content of any bid package received through any 3rd party bid service other than electronically. It is the sole responsibility of the vendor to ensure the completeness of the documents received from any 3rd party electronically. All contractors awarded a contract in the amount of $25,000 or higher will have to provide a completed Questionnaire of Personnel Practices and/or current Certificate issued by the City of Olathe. Question & Answer deadline Mar 12, 2024 (Tue), 5:00 PM. Questions regarding this invitation should be directed electronically. No further questions or clarifications will be provided after that date. No communication regarding this IFB should be directed to any other City official or employee. All queries will be responded electronically in the form of written addenda and posted. Respondents shall include confirmation of the receipt of any addenda with their bids. Failure to do so could result in your bid being deemed non-responsive. There will not be a public opening for this bid. DELIVERABLES Unit pricing on the following chemicals: o Sodium Thiosulfate - 99% o Sodium Bicarbonate - 99% o Sodium Biosulfate - Technical Grade o Calcium Chloride - 83-87% Flakes o Calcium Hypochloride - 65-70% o Sulfuric Acid - 40% o Soda Ash - Dense o Diatomaceous Earth - 99% o Hydrochloric Acid 10% ESTIMATED QUANTITIES The quantities indicated on the online bid form are the City's estimated annual quantities only. The contract shall be binding only for the actual quantities ordered during the contract period. o Sodium Thiosulfate Two 50lb bags a year o Sodium Bicarbonate One pallet a year o Sodium Biosulfate Two 50lb bags a year o Calcium Chloride One pallet a year o Calcium Hypochloride One bucket every six months o Sulfuric Acid 100gal monthly - For outdoor pools as well o Soda Ash Five 50lb bags a year o Diatomaceous Earth Eight 50lb bags a year o Hydrochloric Acid 400gal monthly The City and the County reserve the right to reject any bid due to excessive minimum order requirements. State minimum quantity per delivery The initial term of this contract will be for one (1) year from date of award with annual review. The City reserves the right to extend the contract under the same terms and conditions for additional periods from date of expiration provided such extensions are mutually agreeable to the City and the vendor and if funds are available to support the continuation of the contract. AWARD: Award will be made to the lowest most responsive and responsible bidder, which will be judged based on price, conformance to specifications, quality, delivery time, references, payment terms, and in the best interest of the City of Olathe, all factors being considered. The City reserves the right to accept or reject any or all bids or part of bids, to waive irregularities and technicalities, and to request rebids on the material described in the solicitation. The City reserves the right to award the contract on a split-order basis, lump-sum or individual-item basis, or any other combination that is in the best interest of the City unless otherwise specified. Conditional bids are subject to rejection in whole or in part at the sole discretion of the City. No order or contract resulting from this solicitation may be assigned, transferred, or delegated to another party without written approval of the Procurement Manager of the City.
