SCADA Systems Maintenance. The Technical Proposal must include the following, separated into sections as follows: (1) Cover Letter, (2) Scope of Services and Project Understanding, (3) Project Approach, (4) Organizational Structure, (5) Signed Forms. The Vendor's complete Technical Proposal, excluding any reference to cost, shall also include the following completed and signed forms Exceptions and Addenda Ownership Disclosure Contractor's Affidavit of Qualification to Bid Non-Collusive Affidavit The City reserves the right to reject the Proposal Documents of any Vendor who has previously failed to perform properly in any way or complete on time contracts of a similar nature; or a Proposal Document from a Vendor who, investigation shows, is not in a position to perform the Contract; or Proposal Documents from any person, firm, or corporation which is in arrears or in default to the City for any debt or contract.
