Project Overview: The City of Hayward is soliciting Proposals from qualified playground equipment manufacturers and/or vendors (Vendors) to design, provide, and install playground equipment to replace existing play structures at two existing City park locations, as detailed in this Request for Proposals (RFP). The type and quantity of equipment desired varies by location. In general, the City is looking for unique play equipment with engaging features and high play value that will encourage physical activity and enhance motor skill development. Equipment design must meet the requirements of the Americans with Disabilities Act (ADA) and utilize International Playground Equipment Manufacturers Association (IPEMA) certified equipment that meets or exceeds all federal and state guidelines, and conforms to the playground-related technical standards set by the American Society of Testing Materials International (ASTM) and the U.S. Consumer Products Safety Commission. The appropriate drainage systems, grading, and accessibility features should be included. 1. Project Description: a. The City desires to award individual contracts by location to a qualified contractor to design, provide, and install playground equipment to replace existing play structures at two City parks. Staff is looking for a turn-key proposal to include all aspects of the play structure replacement project. In addition to the design, fabrication and installation of the new play structures with ADA compliant ramps at each location, proposals should also include the removal of existing playground, bark and any associated infrastructure required to allow the new installation of the new play structures. Due to uncertainties around the costs of the proposals to be received, staff is requesting that each proposal include itemized budget pricing for two different play surface materials. Each location should include itemized budget estimates for the installation of ADA compliant engineered wood fiber (EWF) and poured-in-place rubber flooring (PIPRF). The selected Vendor(s) will be required to coordinate with City staff on the installation of the selected playground equipment to minimize the duration of playground closures. Vendors are invited to submit Proposals with playground equipment designs for any or all of the playground locations identified in this RFP. A minimum of two (2) playground equipment designs per surface type (EWF and PIPRF) per location will need to be submitted. The City reserves the right to award contracts for equipment at separate locations to different responsive Vendors. City contact short-listed firms on Wednesday, February 21, 2024 Question Submission Deadline February 29, 2024, 5:00pm Question Response Deadline March 8, 2024, 5:00pm Review Period of Proposals March 25, 2024 Interview (finalist) April 2, 2024 Recommendation to Council April 23, 2024 Contractor Selection Date April 23, 2024. The City reserves the right to reject any and all proposals, to contract work with whomever and in whatever manner the City decides, to abandon the work entirely and to waive any informality or nonsubstantive irregularity as the interest of the City may require and to be the sole judge of selection process. The City also reserves the right to negotiate separately in any manner to serve the best interest of the City. The City retains the right at its sole discretion to select a successful vendor.
