Work on the Project must be commenced within ten (10) calendar days after a contract has been executed and the Notice to Proceed has been issued and shall be fully completed by November 1, 2024. The City of Dubuque is soliciting competitive sealed proposals from qualified vendors to update parking access and revenue control system (PARCS) equipment at all six (6) of its downtown free-standing parking garages (ramps) and optional pricing for one parking lot. The City is requesting proposals from qualified vendor(s) for an integrated and automated gated PARCS consistent across all six parking ramps. The end solution(s) must fully integrate with third party mobile parking payment applications. The City may reject any irregular or non-responsive Proposal. The successful Vendor shall, within the period specified in Section 00200.14 Paragraph 1 above, also furnish a Contractor's Performance and Maintenance Bond in the form included in the Proposal Documents Manual and shall bear the same date as, or a date subsequent to, the date of the Contract. The power of attorney for the person who signs for any surety company shall be attached to such Bond.
