The City of Avondale (the "City") is issuing this Request For Proposals (this "RFP") seeking proposals ("Proposals") from qualified, licensed firms ("Vendors") interested in providing professional services consisting of Tamarisk and Stinknet Invasive Plant Removal (the "Services") Purpose; Scope of Work. The City of Avondale (the "City") is issuing this Request For Proposals (this "RFP") seeking proposals ("Proposals") from qualified, licensed firms ("Vendors") interested in providing professional services consisting of Tamarisk and Stinknet Invasive Plant Removal (the "Services"), as more particularly described in the section titled Scope of Work. In accordance with the City's Procurement Code, the City will accept sealed Proposals for the Services specified in the Scope of Work. 100% removal of Stinknet and removal of all Tamarisk capable of reproducing from the designated area. Minimize soil disturbance and collateral damage to native vegetation during removal activities. Prevent the spread of invasive plants to neighboring areas. Promote the growth and restoration of native vegetation. Enhance biodiversity and ecosystem health within the project site. Tamarisk shall be removed via hand cutting to ground level by hand crews and a second treatment shall be given at the Tamarisk removal site to prevent regrowth. Removal of both Tamarisk and Stinknet shall be completed by roll-off dumpster and Tamarisk shall be chipped prior to disposal. Location: A 21 acres of property directly south of Festival Fields Park Final Date for Inquiries: March 13, 2024, 5:00pm. Any question related to the RFP, including any part of the Scope of Work, shall be directed only to electronically. Verbal or telephone inquiries will not be answered and Vendors attempting to do so will be directed to submit inquiries through electronically. A compilation of all questions received in the proper manner and official answers will be made available electronically. The City shall endeavor to post the compilation not later than five (5) days after the Final Date for Inquiries. Any addendum issued as a result of any change in this RFP shall become part of the RFP and must be acknowledged in electronically. Any addendum issued by the City with respect to this RFP will be posted electronically. Shortlist Announced for Oral Interviews: Week of April 8, 2024 Oral Interviews (if necessary): April 24, 2024 Anticipated Agreement Start Date: May 7, 2024 Required Submittal. The Proposal shall be a maximum of 12 pages to address the Proposal criteria (excluding cover letter, resumes, the Vendor Information Form, and Past Performance Verification Evaluation Submittals, but including the materials necessary to address project understanding, general information, organizational chart, photos, tables, graphs, and diagrams). Each page side (maximum 8 1/2" x 11") with criteria information shall be counted. However, one page may be substituted with an 11" x 17" sheet of paper, showing a proposed project schedule or organizational chart and only having information on one side. Cover, back, table of contents and tabs may be used and shall not be included in the page count, unless they include additional project-specific information or Proposal criteria responses. When paper response is required, Vendors are encouraged to utilize recyclable materials and endeavor to be considerate of the environment in preparation of proposals when paper copies are required. The preferred font for the Proposal is 11 pt, Arial or Times New Roman. Failure to adhere to the page limit, size and font criteria may result in the Proposal being determined non-responsive. Each Proposal shall be submitted with the documents necessary to meet all of the requirements of this solicitation, including the information required in Part III and the following: Cover letter with a signature by a person authorized to bind the Vendor. Proposals submitted without a cover letter with a signature by a person authorized to bind the Vendor may be determined non-responsive. Vendor Information Form, with a signature. References. Project Schedule, if required. Resumes, Licenses and Certifications (if required). Pricing shall be inclusive of all of the Services in the section titled Scope of Work. Pre-Submittal Conference. Vendors are strongly encouraged to attend those Pre-Submittal Conferences designated as non-mandatory. The purpose of this conference will be to clarify the contents of this RFP in order to prevent any misunderstanding of the City's requirements. Any doubt as to the requirements of this RFP or any apparent omission or discrepancy should be presented to the City at this conference. The City may issue a written amendment or addendum to this RFP. Oral statements or instructions are provided for informational purposes only and do not become a part of this RFP. Any change to the RFP shall be made in the form of an addendum. Project Schedule Provide a project schedule showing key project milestones and deliverables. The schedule shall demonstrate Vendor's ability to meet the designated milestones as listed below. Removal of Tamarisk and Stinknet must be completed by December 31st, 2024. Assumptions used in developing the schedule shall be identified and at a minimum the proposed schedule shall include the following dates: Contract Award Date May 1, 2024 Notice to Proceed Date May 8, 2024 Proposed Kick-Off Meeting Vendor Proposed Milestone 1 and Deliverables Vendor Proposed Milestone 2 and Deliverables Vendor Proposed Milestone 3 and Deliverables Project Completion Date The method of Contractor Selection has not been Determined at this time.
