This Announcement Constitutes the Only Solicitation; Proposals Are Being Requested and a Written Solicitation Will Not Be Issued. the Solicitation Number is 11504pr240000122. This Combined Synopsis Constitutes a Solicitation and Incorporates Provisions and Clauses in Effect Through Federal Acquisition Circular 2007. This Acquisition is Set Aside Small Business. the Naics is 238330 (Flooring Contractors). the Small Business Size Standard is 500 Employees. the Contract Type Will Be a Firm-fixed-price Purchase Order. the Contract Will Be Awarded to a Responsible and Responsive Offeror Who Provides the Most Advantageous, Reasonable, and Negotiable Offer to the Government. A Site Visit Has Been Scheduled for Tuesday February 27 and Wednesday February 28 From 08:00am to 12:00pm Edt at U.s. Coast Guard Base Portsmouth, 4000 Coast Guard Blvd, Porstmouth, Va 23703. Each Offeror is Urged and Highly Encouraged to Visit the Site to Provide the Government With an Accurate and Competitive Offer. USCGC NORTHLAND carpeting in the Wardroom and Chief Petty Officer (CPO) Mess dining areas is worn and needs replacement. To defray long-term costs and maintenance, the carpeted areas will be replaced with laminate (vinyl composition floor tile) flooring. Objectives: Remove and replace existing carpet with shipboard approved laminate flooring. All Quotes Will Required to Be on a Business Letterhead to Include a Breakdown of Estimated Materials Needed, Labor, Man Hours, and Number of Workers Needed to Complete the Project. The Government Will Award a Purchase Order Resulting From This Synopsis/solicitation to the Responsible Contractor Whose Quote Conforms to the Solicitation Will Be More Advantageous to the Government, Price and Other Factors Considered. Ipp Customer Support is Available to Assist System Users: O Toll-free Number: 866-973-3131 O Email Address: Ippcustomersupport@fiscal.treasury.gov O Hours of Operation: Monday Through Friday (Excluding Bank Holidays) From 8:00 Am - 6:00 Pm Est Period of Performance: 05/06/2024- 05/17/2024- Normal working hours for this project are from 7:00 am until 4:00 pm, daily USCGC NORTHLAND has need of removal and replacement of carpet with laminate flooring in two separate dining areas, total approximate 445 sq. ft. (drawings below). The contractor shall remove and dispose of existing carpet and replace with appropriate laminate flooring in accordance with technical specifications in the following references: o SFLC Standard Specification 6341 o ASTM F 1066 Vinyl Composition Floor Tile o MIL-A-21016, Adhesive, Resilient Deck Covering o MIL-PRF-3135, Deck Covering Underlay Materials o MIL-A-46106, Adhesive-Sealants, Silicone, RTV, One-Component o MIL-STD-1623, Fire Performance Requirements and Approved Specifications for Interior Finish Materials and Furnishings Tasks: 1. Remove or protect all interferences to the work. Tag all interferences that are removed to facilitate proper reinstallation. Ensure that all removed equipment is kept in a clean, dry, protected location. Obtain verification from the Coast Guard Inspector for the protective measure taken for equipment not removed. 2. Remove and scrap all carpet from the Wardroom and CPO Mess, taking care not to disturb surrounding layers or materials. Dispose of scrap in accordance with all local, state, and federal laws and regulations. Compartment square footages shown in the images below are the approximate square footages. Compartments are not square and actual use of material may differ slightly from the listed values. 3. After removing the existing carpet, but before installing laminate, in conjunction with the Coast Guard Inspector, determine the extent of underlay work in each compartment that needs to be done, whether no underlay exists and the entire compartment needs to have underlay installed, whether the existing underlay is damaged to the point that underlay in the entire compartment needs to be renewed, or whether one or more 5 sq. ft. or 10 sq. ft. sections of underlay need to be renewed. 4. Clean and prepare floor for laminate installation. 5. In the presence of the Coast Guard Inspector, conduct a visual inspection of all clean decks in the work areas. Ensure surfaces are completely free of corrosion products, mill scale, dirt, oil, grease, moisture, deteriorated paint, and other surface contaminants. Apply appropriate deck covering system primer coat in accordance with manufacturer's instructions as soon as practicable after cleaning, but in no instance longer than 24 hours. Power tool clean to bare metal all steel decks in the work areas in accordance with SSPC-SP 11. 6. Install a 4-inch high vinyl cove base molding, or cove up the sheet edges to a maximum height of four inches at all bulkhead boundaries, where applicable. 7. Install new flooring. 8. Use a silicone sealer (MIL-A-46106, Type I) or polysulfide sealant (SAE-AMS-S-8802, Type 2, Class B), to waterproof all seams against bulkheads, stationary furniture, pipes, and other deck fittings. Where weld lines (beads) prevent deck covering from butting tightly against structure, use a suitable caulking compound in place of tile adhesive; paint the caulking to blend with the deck covering or bulkhead (after the caulking compound has skinned over). 9. Where an exposed edge fails to butt up against a fitting or bulkhead, install a 1-inch x 0.08-inch stainless steel or brass strip, or a vinyl bevel-edged strip, screwed or cemented to the deck to protect the edge. 10. Immediately after the deck covering has been cemented to the deck, thoroughly roll a sectional roller (150lbs suggested) over the deck covering to facilitate adhesion. 11. Restore all interferences. 12. Restore all work areas to a clean condition. 13. Coordinate all inspections with the designated Coast Guard Inspector to minimize production delays.
