The City of Newport News (the "City") is seeking bids from qualified firms (the "Bidder" or "Contractor") to furnish the goods and/or services . The purpose of this Invitation for Bid (IFB) is to establish a contract with a qualified Contractor for the provision of cast iron valve boxes and meter boxes to the City's Waterworks' department on an as needed basis, in accordance with the specifications of this IFB. Question Submission Deadline: February 29, 2024, 1:00pm Questions regarding this Invitation for Bid (IFB) must be submitted in writing through Electronically. A. Valve boxes, meter boxes and box lids supplied shall be in strict compliance with the following specifications and identified drawings. No deviations from these specifications or drawings will be accepted without written approval from Waterworks. A copy of the drawings is attached under the Attachments section of this IFB as 'Attachment A'. B. All valve boxes, meter boxes and box lids shall be constructed of cast iron material that meets ASTM A-48 Class 30S or subsequent revisions. They shall be completely dipped in asphaltic paint immediately following casting by the manufacturer. C. The year of manufacture is to be cast on top of each valve lid and meter box lid in the location indicated on each of the identified drawings. D. The name of the manufacturer (importer), contract supplier and country of origin are to be cast on the underside of each valve box, meter box and box lid. E. The maximum allowable tolerances are shown on each identified drawing. F. The Contractor may be required to produce and present a sample of any or all items quoted, for inspection and approval by the City's Waterworks' Department prior to the production of any units. G. The Bidder shall identify the name and address of the primary and secondary (backup) manufacturer (if applicable), that will produce the boxes and lids offered in this bid, in the space provided for that purpose under the Vendor Questionnaire section (Item 9). H. The Bidder shall identify its domestic storage yard (Inventory Location), in the space provided for that purpose under the Vendor Questionnaire section (Item 10). I. Contractor shall immediately notify the City, in writing, of any changes in manufacturer or domestic storage yard location. Should the product manufacturer change, the Contractor may be required to submit new samples of all items, for the City's approval, before proceeding with production of additional units. J. Contractor shall replace all valve boxes, meter boxes and box lids which are delivered or identified prior to initial usage as defective or damaged. Replacements shall be provided at no additional cost to the City, including all freight charges associated with any return or exchange. There is not a pre-bid conference scheduled for this project. The initial contract period will be for one (1) year from date of award with the option to renew, at the City's sole discretion, for four (4) additional one (1) year periods. A contract extension, under the terms and conditions contained herein, may be considered for up to six (6) months following the end of the final one year renewal period upon mutual agreement of the City and Contractor. The time of proposed delivery must be stated in definite terms. If time of delivery for different goods and/or services varies, the Bidder shall so state in the bid. All items are to be delivered within Ninety (90) calendar days from the date of the order (release) unless otherwise specified. Deliveries shall be made between the hours of 8:00 a.m. and 2:30 p.m., Monday through Friday, excluding City holidays and be made to: Waterworks at 425 Industrial Park Dr., Newport News, VA 23608. Delivery tickets shall show quantity, part number description, unit price, total price, purchase order number and release number. In no event shall a payment by the City to the Contractor or the waiver by the City of any provision under the contract, including any obligation of the Contractor, constitute or be construed as a waiver by the City of any other provision, obligation, breach of covenant, or any default which may exist under this contract on the part of the Contractor, and the making of any such payment by the City while any such breach or default exists shall not impair or prejudice any rights or remedies available to the City.
