The Project generally consists of: Construction of Two New Preschool Classrooms. To bid on this Project, the Bidder is required to possess one or more of the following State of California Contractor Licenses: A - General Engineering Contractor B - General Building Contractor The Bidders license(s) must be active and in good standing at the time of the bid opening and must remain so throughout the term of the Contract. All prequalification questionnaires will be received until 4:00 P.M March 4, 2024 through Electronically To bid on this Project, the Bidder is required to have been prequalified by the District. To bid on this Project, the Bidder is required to have been prequalified by the District. Pre-qualification for all bidding General Contractors is to be through Quality Bidders at www.qualitybidders.com In addition, if the Project has electrical, mechanical, or plumbing components that will be performed by subcontractors performing under the following license classification (s), C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and/or C-46. then each of those subcontractors that intend to bid as a first-tier subcontractor to a general contractor (prime contractor) are required to have been prequalified by the District All bids shall be on the form provided by the District. Each bid must conform and be responsive to all pertinent Contract Documents, including, but not limited to, the Instructions to Bidders. To bid on this Project, the Bidder is required to possess one or more of the following State of California Contractor Licenses: A - General Engineering Contractor B - General Building Contractor The Bidder's license(s) must be active and in good standing at the time of the bid opening and must remain so throughout the term of the Contract. As security for its Bid, each bidder shall provide with its Bid form o a bid bond issued by an admitted surety insurer on the form provided by the District, o cash, or o a cashier's check or a certified check, drawn to the order of the San Mateo-Foster City School District, in the amount of ten percent (10%) of the total bid price. This bid security shall be a guarantee that the Bidder shall, within seven (7) calendar days after the date of the Notice of Award, enter into a contract with the District for the performance of the services as stipulated in the bid. The successful Bidder shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if it is awarded the contract for the Project. The successful Bidder may substitute securities for any monies withheld by the District to ensure performance under the Contract, in accordance with the provisions of section 22300 of the Public Contract Code. The successful Bidder and its subcontractors shall pay all workers on the Project not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the District, pursuant to sections 1770 etseq. of the California Labor Code. The District's Board has found and determined that the following item(s) shall be used on this Project based on the purpose(s) indicated. (Public Contract Code section 3400(c).) A particular material, product, thing, or service is designated by specific brand or trade name for the following purpose(s): Add Single Source Items: o Door Hardware (Schlage) o Plumbing (American Standard) o Energy Management System (Delta) o Fire Alarm (Notifier) o Camera System (Verkada) o Intrusion Alarm (Verkada) o Toilet partitions (Bobrick) o Clock-Bell-Announcement System (Advanced Network Devices) o Thermostats (Delta) o Water bottle fillers/water fountains (Haws) o HVAC (Rooftop - Carrier / Trane and York) (Heat pump System- Samsung) All questions about the meaning or intent of the Contract Documents are to be directed in writing to the District. Interpretations or clarifications considered necessary by the District in response to those questions will be issued in writing by Addenda faxed, mailed, or delivered to all parties recorded by the District as having received the Contract Documents. Questions received less than SEVEN (7) calendar days prior to the date for opening Bids may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Addenda may also be issued to modify parts of the Contract Documents as deemed advisable by the District. Bidder must acknowledge each Addendum in its Bid Form by number, or its Bid may be considered non-responsive. Each Addenda shall be part of the Contract Documents. A complete listing of Addenda may be obtained from the District. Section 17076.11 of the Education Code requires school districts using funds allocated pursuant to the State of California School Facility Program for the construction and/or modernization of school building(s) to have a participation goal for disabled veteran business enterprises (DVBE) of at least three percent (3%) per year of the overall dollar amount expended on projects that receive state funding. The Districts Board reserves the right to reject any and all bids and/or waive any irregularity in any bid received. If the District awards the Contract, the security of unsuccessful bidder(s) shall be returned within sixty (60) days from the time the award is made. Unless otherwise required by law, no bidder may withdraw its bid for ninety (90) days after the date of the bid opening.
