The Town of Ithaca is seeking detailed proposals to evaluate a failing box culvert on King Road West, provide improvement recommendations, probable costs, and to create detailed construction drawings and specifications for the box culvert replacement project. The RFP documents for the King Road West Box Culvert Replacement Project Analysis and Detailed Construction Drawing(s). The RFP Document will be emailed to the provided email address (as portable document format (PDF) files) unless otherwise indicated. The Town will mail a USB containing a digital copy of the RFP Documents (as PDF files) if requested. Provide mailing instructions if you want a method other than USPS. In the spirit of continuous improvement, the Town of Ithaca has partnered with the Empire State Purchasing Group to publish our solicitations with hundreds of other agencies across New York. This platform also allows vendors to submit bids electronically when agencies allow. Scope of Services The primary objectives of the project (Part A) will be to evaluate the existing box culvert and storm drainage, provide improvement recommendations, probable construction costs, and (Part B) prepare detailed construction plans and specifications for the construction and installation of the chosen improvements. The Consultant shall provide a fixed fee to perform the scope of services identified in Part A. The Consultant shall provide an estimate of hours, along with corresponding hourly billing rates, for evaluation of Part B. Part A: System Analysis, Improvement Recommendations, and Probable Cost o Perform the following: o Analysis: o Review the condition of the box culvert and endwalls. o Review King Road West roadside drainage from the Stone Quarry Road intersection to the box culvert outfall. o Perform hydraulic analysis of the drainage area contributing to the box culvert and roadside drainage. The drainage area isapproximately 350-400 Acres. Hydraulic analysis shall be utilized for the sizing of drainage structures identified within the proposed improvements. o Proposed Improvements: o Provide a minimum of two (2) recommendations and probable construction cost based on findings for both the box culvert and the drainage channel replacement and/or remediation along King Road West. One of the box culvert options shall be a slip lining product. o SEQR Preparation: Consultant shall prepare appropriate State Environmental Quality Review (SEQR) documents. o Consultant will meet with the Public Works/Engineering staff to review progress. The Consultant should plan on a minimum of three (3) meetings with staff for Part A, one (1) kick-off meeting, one (1) progress meeting and one (1) presentation of Part A findings to the Public Works Committee. o A professional engineer registered in New York shall prepare an engineering report. The report shall outline the items listed above and associated findings and recommendations. The report shall be stamped by the engineer. The fee shall include one revision to the report. o Consultant shall provide a fixed fee for Part B based on the selected option from Part A.
