VCSFA is not obligated to pay any costs incurred by the Offeror in preparing or submitting an offer to this RFP. The Virginia Commercial Space Flight Authority (VCSFA) is seeking proposals from qualified firms to modify the Water Deluge System (WDS) at its launch site. The purpose of the WDS is to suppress flames and protect the crew and equipment during launch. The modifications are essential to maintain the safety and reliability of the launch site. The scope of work includes demolition of water piping systems of various sizes (8, 12, 20, and 30" nominal) from the launch point to the 42" supply feeder. The demolition will be conducted with a launch mount installed. The sump pump will be relocated, and new pad water deluge systems will be constructed and installed. These systems will be made up of welded piping, connected to the supply header, custom welded joints, 20" welded piping, and multiple spray nozzles. Design drawings detail these systems, and their installation will be sequenced after launch mount modifications are complete. New pipe supports will be constructed and installed as specified in design drawings. This will ensure that the piping systems are adequately supported and will not cause damage to the equipment or crew during launch. New drain valves, piping, and heat tracing will be installed for the freeze protection system. This will ensure that the system operates reliably during cold weather conditions. Finally, selected existing guides and supports for the 42" supply header will be replaced and upgraded to improve their reliability and safety. The successful completion of the project necessitates the availability of modification and specification designs, as outlined in Attachments C and D. To obtain said attachments, interested parties are required to submit a Mutual Non-Disclosure Agreement (MNDA) to The Virginia Commercial Space Flight Authority (VCSFA). A guideline on the submission process is detailed in section IV of this document. Visitors are required to obtain a NASA Wallops Flight Facility (WFF) Visitors Pass for site access. VCSFA will coordinate the badging with WFF. If you intend to attend the site visit, please notify badging, a minimum of five (5) days before the event. Details will be given at that time.
