Site work for a mixed-use development in Elizabeth, New Jersey. Completed plans call for site work for a playground / park / athletic field; and water / sewer project.
project generally consists of selective site clearing, soil removal, stormwater management, installation synthetic turf infield, natural turf outfield, irrigation, fencing, sports lighting fixtures, site amenities, dugouts, bleachers, and other miscellaneous related work items. The project is partially funded by the American Rescue Plan All questions must be in writing to the Engineer, French and Parrello Associates. Questions shall be submitted via email to Michael.Piga@FPAengineers.com. Each bid must be accompanied by a certified check, cashier check or surety bond of a corporation acceptable to the City and in the amount of ten percent (10%) of the total amount of the bid presented, but in no case in excess of $20,000.00. Each bidder must also submit with his bid a certificate from a responsible surety company stating that the said surety company will provide in the event that he should be the successful bidder, surety bond(s) in the amount of one hundred percent (100%) of the contracted price and subject to such conditions as contained in the specifications. Proposals may be delivered or mailed before that time to the office of the Director of Public Works, City Hall, Room 308, 50 Winfield Scott Plaza, Elizabeth, New Jersey, 07201. Bidders shall furnish one (1) original of their proposal. Any award with respect to this matter is specifically contingent upon the availability of sufficient funds having been appropriated in the municipal budget. Copies of contract specifications and plans will not be mailed. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq., N.J.S.A. 40A:11-21, N.J.S.A. 40A:11-22, N.J.S.A. 40A:11-23.1, N.J.S.A. 40A:11-23.2, N.J.S.A. 34:11-56.48 et seq., as well as the requirements of N.J.S.A. 52:25-24.2 of the State of New Jersey as amended. Attention of bidder is particularly called to the requirements of Chapter 2.92 (formerly Chapter 65) of the City of Elizabeth as supplemented and amended which requires the submission of certain affidavits which shall be considered by the City, in its determination of the responsibility of the lowest bidder. The City specifically reserves the right to waive minor or inconsequential discrepancies and technical omissions in accordance with applicable law, with regard to the bidding requirements and as determined by City Council to be immaterial. The award or rejection of a contract for the within project is subject to the time limitations set forth in N.J.S.A. 40:11-24, except that the bids of any bidders who consent thereto may, at the request of the contracting unit, be held for consideration for such longer period as may be agreed. The successful bidder will be required to furnish the required bond(s) and certificates of insurance and to execute the contract within ten (10) calendar days from the award of the contract. Construction must begin within ten (10) calendar days after written notice to do so shall have been given to the Contractor by the Director of Public Works, and shall be carried on regularly and uninterruptedly, at a rate to insure its full completion within the specified calendar days after such notice. If at the time of award of the contract, the successful bidder has one or more contracts for projects with the City or is subsequently awarded a contract for other projects with the City than it will be required to work concurrently on all projects without interruption or delays. City Council reserves the right to reject all bids pursuant to N.J.S.A. 40A:11-13.2 and any bid that is non-responsive or submitted by a bidder that is not responsible or to award contract to the lowest responsible and responsive bidder, in accordance with applicable law Questions shall be submitted via email to Michael.Piga@FPAengineers.com.
