The project is expected to be awarded sometime in March.** Approximately 5,500 tons of bituminous mixtures (see items 1 and 2 of the specification) for pothole and utility patching. All quantities are estimates only and are not guaranteed purchase quantities. Plant locations(s) must be provided, as the cost for travel time and distance from city to plant will be considered in determining the lowest responsible bidder and/or split award. City reserves the right to split the award based on total cost including pick up from the eastern and western regions of the City. Bidders to supply a Mixture Design Report (MDR) either with their bid or after the bid opening. Plants must be operational one (1) week after road restrictions are lifted and open to the City of Duluth a minimum of one day per week. Mix will be tested for compliance in accordance with MN Department of Transportation specifications. City of Duluth reserves the right to split the award where there is a substantial savings to the City, to waive informalities and to reject any and all bids.
