The City of Fresno (CITY) Public Works Department is requesting Statements of Qualifications (SOQ) from qualified Civil Engineering firms to provide Engineering Services for the capital improvement project at Blackstone Avenue and Abby Street between Pine Avenue and SR-180. Funding for this project is through local funds. The scope of this project is: The Blackstone Mobility Project will construct Class IV bike lanes with raised median islands by implementing a road diet. The project will also construct sidewalks, ADA compliant curb ramps, install FAX/BRT bus stop platforms, landscape, and lighting. Geotechnical investigation will be required to assess the current pavement conditions. Traffic analysis will also be conducted to determine the feasibility of installing traffic signal or HAWK at the intersection of Blackstone and Floradora as well as a feasibility study to determine the closing of the left-turn pockets at Pine Street. Traffic signal modification to existing signalized intersections and incorporation of video detection system. Blackstone Avenue is within the Citys Intelligent Transportation System and is an adaptive synchronized corridor. SOQ must be postmarked by 2/27/2024, or will be timestamped upon receipt by Department of Public Works staff and must be received by, Tuesday, February 27, 2024 or earlier. Pre-Bid Meeting: No Online Q&A: No Project Duration:May 2024 to May 2028 Scope of Services Services will include preparation of necessary plans, specifications, estimates and conducting necessary utility coordination for this project . In general: o Participate in coordination meetings with City Staff, FMFCD, Caltrans and any other agencies needed. o Participate in key stakeholders meetings (City, public, schools, etc.) o Prepare utility notification letters to various utilities and agencies. o Preparation of Utility Communication Log to be completed and updated with every submittal, or upon request of City Project Management Team. o Lead the effort on utility relocations, including preparing and submitting required documents to various agencies. o Prepare and submit utility research. o Prepare and provide pothole exhibit based on utility research and engineers' recommendation showing potential utility conflicts. o Conduct site investigation in order to prepare construction documents. o Process City provided topographic survey information. o Provide Geotechnical testing as required and propose innovative cost-saving recommendations. o Provide traffic study and analysis as required. o Prepare required right-of-way exhibits, deeds and maps showing required right-of-way acquisition. o Prepare appraisal maps detailing all acquisitions and any Temporary Construction Easements. o Prepare construction plans, technical specifications, and construction cost estimates at each phase of work identified in the consultant agreement. o Submitting construction documents for review to City offices, utilities/agencies, and obtaining final signatures on construction documents. o As part of the bidding phase, attend the pre-bid conference, prepare addenda and clarifications if necessary, and attend bid opening. o As part of the construction phase and general construction contract administration, attend the preconstruction conference, review shop drawings and other contractor submittals, provide clarification of construction documents during construction, review and provide technical information for construction contract change order requests if necessary, and perform as many as two site visits during construction. o Prepare record drawing documents using the as-built improvements.
