The offeror hereby declares understanding, agreement and certification of compliance to provide the items and/or services, at the prices quoted, in accordance with all requirements and specifications contained herein. The offeror further agrees that the language of this RFP shall govern in the event of a conflict with their proposal. The offeror further agrees that upon receipt of an authorized purchase order from the Purchasing Division or when a Contract is signed and issued by an authorized official of the City of Columbia, a binding contract shall exist between the offeror and the City of Columbia. All materials provided by the contractor under the contract shall be new, current year models constructed of materials of high quality, which will give long life and reliable operation. All equipment shall be constructed of 304 stainless steel or greater corrosion resistant material. The contractor shall furnish all required mobilization, materials, equipment and tools to perform all necessary labor including supervision, to complete all work stipulated in the RFP, specifications, contract documents and other documents referred to herein (as altered, amended, or modified by all addenda hereto) for and in consideration of the prices stated herein. Upon the notice to proceed by the City, the contractor shall install the replacement pump station beginning no earlier than the month of April and lasting no longer than the month of November, only Mondays through Fridays. Throughout the installation period, the contractor shall also be responsible for traffic control. The contractor shall understand and agree that the City will dispose of the previous pump station after the replacement has been fully installed and successfully operational. The contractor shall further understand and agree that the City will provide bypass pumping for the duration of the contract. During the installation of the replacement pump station, the contractor shall be responsible for re-installing the existing pump station monitoring system and ensure proper operation of the monitoring system after the installation of the replacement pump station has been completed. Failure to do so will result in a deduction from payment of no less than $3,500. The contractor shall understand and agree that the City staff may accompany the contractor's staff who will be providing the installation for monitoring and inspection purposes. All neighboring sites shall be preserved and protected by the contractor during the entire duration of the construction process. The City reserves the right to stop the work at any time it feels correct measures are not being employed to protect neighboring sites. The contractor shall be notified to resume work after the necessary revisions are made. The contractor shall secure all necessary licenses and permits before beginning work, keep necessary records as required, and do all work in such manner as to comply with all ordinances and laws of the City, County, State, and Nation that apply to the work herein outlined. The contractor shall be responsible for repair of any accidental damage to City and/or private property. The contractor, at no charge to the City, shall complete all restoration of any accidental facility damage, caused by the contractor's activities. The contractor shall remove all mud and soil from the public roads, private drives and lots caused by the construction of the project. Firm, Fixed Price for Purchase, Delivery, and Installation of Replacement Pump Station for the Woodrail Wastewater Pump Station. Pumps shall have 3 Horsepower (minimum), 3 phase with 230-volt motor; o Pumps shall have seal leak detection; o Pumps shall have three (3) inch discharge; o Pumps shall have duel stainless steel guide rails and stainless steel lifting chains; o Pumps shall have an above grade valve vault with a heated and insulated enclosure; and o Pumps shall have a minimum pumping capacity of eighty (80) gallons per minute. The control panel shall contain a terminal strip of dry contacts which shall be prewired for the monitoring of the pump running status, the pump fault, the high wet well level, and the low wet well level. The control panel shall match the brand and type of existing pump station control boxes for system compatibility and control continuity
