It is the intent of Montgomery County, Texas to secure pricing and availability for tree removal services for Emergency Management. Montgomery County is seeking a qualified vendor to perform tree removal services for a HUD funded CDBG-DR project. The scope of work includes tree felling along with removing the tree from the project area. The trees are to be cut at ground grade/natural ground elevation and the root balls are to remain in place. Limited ground disturbance should be a goal of the project When Extended Prices and/or Grand Total are listed in the quote and there is an error in the mathematical calculations, the unit price shall govern for evaluation purposes. It is not the intent of Montgomery County to limit or restrict quotes, but to establish a desired level of quality, service, and performance. The vendor will be responsible for all damages incurred while performing said job. Section 3 Requirements, based on the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (section 3) This is a Federal Davis-Bacon required project for which a prevailing wage rate has been prescribed The project area is located in the Porter Heights Community. The project is located in Montgomery County off of FM 1314 and consists of Porter lane from Gene Cambell Road to Alexander Lane, Louis Lane, Jerry Lane, Bobby Lane, Deuster Lane from Porter Lane to Louis Lane, and Alexander Lane from Porter Lane to Hecht Lane. The trees to be removed are located within the right-of-way of the streets listed above. See exhibit 1 for map of project area. The trees are to be cut and hauled off. The root ball is to remain in place. Beside the root ball, 100% of the tree should be removed from the project area, which includes all limbs and treetops. It will be up to the selected vendor to discard the trees/tree material at an appropriate site. It is the Countys intention to allow the vendor to keep the material to discard at a lumber mill, furniture producer, or a green waste facility in an effort to reduce the environmental impact and put the trees to use. With that said, the vendor should incorporate the proceeds they might receive into their unit price. The tree removal project is on a tight deadline for completion. Anticipated start date is March 8, 2024. After the Notice to Proceed is given, the work should be completed within 7 calendar days. Trees will be flagged prior to commencement of work. The reason for the expeditious completion timeline is due to bird nesting season which commences March 15. If the scope is not completed before March 15th, a bird nesting survey is required to be performed by a licensed biologist. If a bird nesting survey is required, tree removal work will pause during the surveying process. If an active nest is located, the tree will be put on pause of removal until further guidance is provided by the County.
