Bidders should carefully review the IFB including all attachments. Bidders may ask questions to obtain clarification and request additional information, or object to material in the IFB. Questions and objections must be submitted to the Procurement Officer in writing by the deadline identified in the IFB. If no deadline is specified, questions or objections must be received at least seven days prior to the Bid Response deadline. The Procurement Officer may elect to respond to questions received after the deadline. Email is the preferred method of submission with the IFB number and title cited in the email subject line. Responses to questions will be distributed as a solicitation amendment unless the question can be answered by referring the bidder to a specific section of the IFB. Asbestos removal and proper disposal at the Lidgerwood School (28 3rd Ave SE) located in Lidgerwood, ND 58053. An asbestos survey of the building was originally completed in August 1988. A copy of the survey is available upon request. The building was re-inspected in March 2022 and the inspection is included as Attachment 1. Site photographs from November 2023 are included in Attachment 2. Locations of asbestos containing floor tile and associated mastic are detailed on the building diagram in Attachment 3. The school will remove all items from the tiled areas before abatement, including carpet covering asbestos tile in hallways 147H and 128H. The building is a working K-12 school and may be occupied by school staff or students in other areas of the building. A public Bid Response opening will not be held. Abatement includes the removal and proper disposal of all asbestos containing floor tile and associated mastic as detailed in the Scope of Work below. The abatement must be completed by June 28, 2024. 1.Interior Asbestos Containing Floor Tile and Associated Mastic Removal and proper disposal of approximately 5,548 square feet of non-friable tan colored asbestos containing floor tile and associated mastic located in rooms 132, 133, 134, 135, 146, 146A, 146B, 146C, 146D, 147H, and 128H (See Attachment 3). The solvent method shall be used to remove the asbestos mastic. Contractor shall provide adequate ventilation methods for any fumes generated by the solvent. The Division of Waste Management Guideline 12- Asbestos Disposal in ND Landfill Facilities - Attachment 5 should be referred to and followed during abatement and transportation. 2.The abatement must be completed by June 28, 2024 and all reports/paperwork submitted to the NDDEQ before July 31, 2024, which is also the contract end date. This Contract term (Term) begins on May 23, 2024, and ends on July 31, 2024 The NDDEQ reserves the right to cancel the contract in its entirety if a third-party air monitoring service is not available during the site abatement window Perform all site work between May 23, 2024 and June 28, 2024 *The bid list for this project may be incomplete.
