HOME FOR WARDROSENBAUM PLAZA PHASE 2/3 PLUMBING REPAIRS RFB # 02/24 - 479 The First Tier Subcontractor List, form HF-421, must be received by 4:00 p.m. on the same day. No bidder may withdraw their bid after the hour set for opening until after the lapse of sixty (60) days from the bid opening. Rosenbaum Plaza is located at 1218 SW Washington St. Portland, OR 97205. Rosenbaum Plaza is a 76-unit apartment building originally built in 1912. The building was renovated to low-income housing in 1977. The project consists of replacing legacy galvanized piping circa 1977. The replacement piping scope of work occurs primarily in the basement, first and 2nd floor hallway corridor walls and ceilings. There are Alternates for Fire Caulking basement penetrations, removal of existing copper piping if it's found to have restrictions, back-up egress lighting replacement to aid piping installation. Home Forward is also seeking Bid Alternate pricing for the 3rd phase of this project to exercise as funding becomes available. . Addenda will be posted on the same site. Questions posed during the tour that are not addressed in the Solicitation will be answered by addendum. Home Forward has an established goal of 28% participation by COBID and/or Underutilized Business Enterprise (UBE) firms. Prime contractors who do not meet the 28% goal will be required to submit proof that good faith efforts have been made to contract with these subcontractors. This project is subject to State of Oregon BOLI Prevailing Wage Rates dated January 5, 2024, and may be subject Davis-Bacon Prevailing Wage Requirements (pending funding confirmation). Home Forward may reject any bid not in compliance with the prescribed bidding procedures and requirements, may reject any or all bids, and waive all informalities if doing so is determined by Home Forward to be in the public interest.
