Scope of Services The City of San Diego (City) is in the process of implementing the Pure Water Program which will utilize water purification technology to treat recycled water that is produced at the North City Water Reclamation Plant (NCWRP) to provide a safe and reliable local water supply through reservoir augmentation. The Pure Water Program will help reduce the dependence on imported water, increase use of recycled water that is currently produced at the NCWRP, reduce flows to the Point Loma Wastewater Treatment Plant (PLWTP), and develop a drought-proof local source of water for San Diego. The North City Pure Water Facility (NCPWF) is in construction, north of Eastgate Mall across from the existing NCWRP. Once operational, the new plant will have a production capacity of up to 34 million gallons a day (mgd). The purified water from the NCPWF will be conveyed to Miramar Reservoir (MR). Some updates at the Miramar Water Treatment Plant (Miramar WTP) are needed to accommodate the change to the reservoir level that is needed to reach Pure Water's goals. The City's Miramar Water Treatment Plant generates residuals in two process locations: sedimentation basin settled solids and spent filter backwash water. Instead of returning these residuals to the Miramar Reservoir, the City is requesting proposals for the design of a residuals redirection project in which the scope entails but may not be limited to an equalization tank and clarifier, along with pumps and associated piping at the treatment plant to manage residuals prior to discharging to the sewer collection system. Also, the design shall include a solution for returning clarified filter backwash to the plant headworks for reuse. Further requirements and considerations for the design are included in the Planning Study, Business Case Evaluation, and Project Abstract. The Consultant shall take full responsibility to prepare the best design alternative for construction of the residuals solution within the recommendations of the documents provided within this RFP.
