This is an invitation to submit a bid to the Glynn County Board of Commissioners for: The Board of Commissioners of Glynn County, Georgia (the Owner) seeks bids from interested and qualified sewer pipe maintenance and rehabilitation companies to provide contract services for a storm-sewer system cleaning and video inspections services in various locations throughout Glynn County. This is an on-call as needed request. Instructions for preparation and submission of a bid-proposal are contained in this packet. Bids must be typed or printed in ink. Bids submitted for this invitation must include the Bidders Response Schedule and be returned online via the Portal. Bids may not be considered unless so received. Any questions and /or misunderstandings that may arise from this invitation shall be submitted in writing via the e-Procurement Portal no later than Friday, March 8, 2024. All Questions and Answers submitted will be posted to the website no later than Tuesday, March 12, 2024. All questions are required to be submitted in written form. Answers to questions submitted that materially change the conditions and specifications of this invitation for bid will be promulgated to all addressees as an addendum. Any discussions or documents will be considered non-binding unless incorporated and promulgated in an addendum. All contact concerning this solicitation shall be made through the Procurement Officer. Bidders shall not contact County employees, Department Heads, Evaluation Committee Members or Elected Officials with questions or any other concerns about the solicitation. This policy ensures all segments of the business community have access to supplying the goods and services needed by Glynn County. It is anticipated that a contract, if awarded, will be for a base period of one year followed by four (4), one (1) year extension options. The base year will begin upon the issuance of a notice to proceed and end on June 30th, 2025. Unless otherwise terminated as provided for in this contract, upon the expiration of this initial term, this Contract shall automatically renew for up to four (4) successive one year terms beginning July 1 of each year and ending June 30 of the next year (each a Renewal Term) with the fourth and final Renewal Term beginning on July 1, 2028, and ending on June 30, 2029. Notwithstanding the aforementioned, an awarded contract will not be extended beyond the five potential years outlined without being subject to re-bidding. The Glynn County Board of Commissioners reserves the right to waive all technicalities, reject any or all bids, and make the award in the best interest of the County.
