The University of California San Diego ("UC San Diego" or "University") and the offices of Capital Program Management ("CPM") requests a written response to this Request for Qualifications ("RFQ") for selecting As-Needed Independent Plan Review Consultants (IPRC) firms". Under the direction of the CPM Leadership, the IPRC will assist on an as-needed basis, with ensuring code compliance by all Campus and Health System capital improvement projects. UC San Diego intends to select Independent Plan Review Consultant (IPRC) firms to provide building code plan review services that will assure a consistent and systematic process for review of building construction plans for Campus and Health System capital improvement projects. These building construction plans will not include OSHPD 1, 2 or 4 projects but may include OSHPD 3 licensed clinics and any freestanding building under a hospital license where outpatient clinical services are provided. The University is committed to promoting and increasing participation of small business enterprises (SBEs) and disabled veteran business enterprises (DVBEs), subject to any and all applicable obligations under state and federal law, and University policies. The selected consultant shall make best efforts to provide qualified SBEs and DVBEs with the maximum opportunity to participate. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each candidate firm may be required to show evidence of its equal employment opportunity policy. The work described in the contract is a public work subject to section 1771 of the California Labor Code.
