Reference Number 0000344040 The City of Rifle seeks qualified contractors to submit proposals to provide influent channel coating services for the Rifle Regional Wastewater Reclamation Facility. The project will include bypass pumping of plant flows around the work area, removal of old coating, concrete surface prep, and application of new coating. Award date: April 17, 2024 Estimated project start date: Spring/early summer 2024 The City of Rifle reserves the right to reject all or any submittals received as a result of this request, to negotiate with all qualified sources, or to cancel all or part of the RFP. The City Council reserves the right to not hire any of the candidates provided. The City of Rifle seeks proposals from qualified contractors with the capability of deploying or subcontracting bypass pumping to divert flows while coating is installed. The scope of work will include, but is not limited to, a process which includes the following: 1. Bypass pumping, as required. a. Some sections of influent channel cannot be bypassed by manipulating headworks slide gates. In those cases, influent flow will need to be diverted around the entire headworks, directly to the aeration basins. If the removal and re-application of coating cannot be done in sections, then bypass pumping will need to be performed for the duration of the project. i. The pumps will need to be operated and manned for up to 24 hours per day, as long as the bypass needs to occur (curing of new coating, etc.). ii. The firm pumping capacity requirement is 1,800 gpm. Backup pumping capability is also required. 1. Normal facility influent flows are between 200 gpm overnight to 1,000 gpm during peak hours. Larger peaks can occur during wet weather. b. Bypass pumping may be deployed by the Proposer, or may be subcontracted. i. Any subcontractors must be listed and detailed in the proposal. c. Final dewatering and drying of channel sections and grit chamber will be completed by City of Rifle staff. 2. Removal and disposal of the original coating. The original coating is missing in many places, but remaining coating will need to be removed from the floors and walls of the channels. a. Removed coating and any used blast media will need to be properly disposed of at an acceptable facility. b. Cleaned surfaces will be prepared to industry standard. Channel floors and walls are concrete. 3. Prepared floors and walls will be painted with a protective low-permeability coating, such as Tnemec, or an equivalent similar style coating. a. The coating should have the ability to resist flowing water, abrasion, corrosion, and hydrogen sulfide gas. The coating needs to protect the channel concrete from corrosion by hydrogen sulfide b. Approximately 120 linear feet of channel need to be re-coated. The average channel width is 2 1/2 feet and average depth is 5 feet 8 inches. A few sections are 4 and 5 feet wide. c. The project also includes a 16 foot deep conical grit settling chamber. The chamber has a diameter of 13 feet.
