The City of St. Charles, Missouri is accepting bids from qualified vendors to install & maintain plants & flowers on Main St. in City right-of-way. The submitting party acknowledges the right of the City to reject any or all bids and to waive informality or irregularity in any bid received and to award each item to different submitting parties or all items to a single submitter. In addition, the submitting party recognizes the right of the City to reject a bid if the submitter fails to furnish any required data required by the IFB, or if the bid is in any way incomplete or irregular. The City shall be the sole judge of compliance with the specifications and reserves the right to accept or reject any or all bids or parts thereof. This IFB outlines the requirements for installation and maintenance of plants & flowers in Main St. planters in City right-of-way. Maintenance services are required year round, with watering services required throughout the growing season, generally first week of May through first week of September each year. The initial term of the agreement shall be from contract approval through December 31, 2024. The City shall have options to renew for four (4) additional terms (calendar years 2025 thru 2028). Proper communication between the awarded Vendor and City's Community Development Department must be maintained to ensure that the terms and conditions of the contract are met. Scope of Services 1. Planting 1.1. Spring Plantings o Vendor shall be responsible for selecting and planting seasonal flowers in designated areas along Main Street during the spring season. Map attached as Exhibit 1 listing planting locations (38 North Main steel green trash can tops, 35 South Main Trash Barrels, 11 Hanging Baskets & 15 South Main barrel planters). o Spring plantings shall include a variety of colorful flowers, chosen for their vibrancy and seasonal appeal. Vendor shall list proposed flowers/plants on Bid Form. o All existing Winter plantings shall be removed in conjunction with installation of new Spring plantings. 1.2. Winter Plantings o During the winter season, vendor shall oversee the installation of cold-tolerant plants to maintain visual interest and enhance aesthetics of Main Street. o Winter plantings shall be installed in 38 North Main green steel trash can tops and 15 South Main barrel planters. o Winter plantings will consists of species such as junipers or hollies. Vendor shall list proposed flowers/plants on Bid Form. o All existing Spring plantings shall be removed in conjunction with installation of new Winter plantings. 1.3. Timing of Plantings o Vendor shall adhere to a predetermined schedule for planting and maintenance activities. o Flowers installed between April 20th & April 30th (after last freeze of season). o Flowers removed between November 1st & November 20th, and winter greenery would be installed concurrently with any soil replenishment. Any questions related to the IFB shall be submitted to Willie Hantack, Purchasing Manager, at william.hantack@stcharlescitymo.gov. The City of Saint Charles reserves the right to reject any or all bids. The City reserves the right to waive any variances from original bid specifications in cases where the variances are considered to be in the best interest of the City
