North Sterling Reservoir State Park Visitor Center Fiber Optic Internet Service Installation. The purpose of this Request for Documented Quotes (DQ1) is to obtain competitive quotes from qualified individuals and firms to aid CPW in providing a Fiber Optic Internet Connection to the North Sterling Reservoir State Park Visitor Center. This will include installation via underground conduit as well as installing all necessary equipment to be connected to the Fiber Optic Cable running from the underground conduit, to ensure there will be a 1Gbps internet connection provided on a monthly basis. Prices established in the award shall remain firm through June 30, 2025. Beginning with July 1, 2025 and each succeeding July 1 for the term of the award document, rate adjustments may be made and will be based on an average of the prior 12 months of Consumer Price Index (CPI) rates for West Urban Region or a five percent (5%) adjustment, whichever is less, that are published prior to the May 15 that the rate increase is due to take effect. Only one such increase will be allowed in any 12-month period of this Contract. In no event shall the rates set for consecutive fiscal years be less than the prior fiscal year's test prices. Project Overview and Location North Sterling Reservoir State Park (NSRSP) is constructing a New Visitor Center Building on the southern portion of the Park and requires Fiber Optic Internet Service. NSRSP is located approximately 10 miles northwest of Sterling Colorado. The address of the new building is 22527 County Road 33, Sterling, Colorado 80751. The GPS coordinates are: Latitude 40.768162, Longitude -103.270180. Refer to Figure 1 and 2 for the location of the Park and the new Visitor Center. The new Visitor Center is located approximately 400 feet from County Road 33. A pull box will be installed adjacent to the west right-of-way fence and a 2" conduit will be installed from this pull box to a pull box near the Visitor Center. A 2" conduit will be installed into the IT Room of the Visitor Center, referring to the attached document; "NSRSP VC Drawings" of the Visitor Center. Both pull boxes and the conduits will be installed by the State's Contractor. The construction of the Visitor Center will begin in February 2024 and should be completed in October 2024. The new Visitor Center is located on property owned by North Sterling Irrigation District and leased by Colorado Parks and Wildlife. An easement for the fiber optic cable will need to be executed between North Sterling Irrigation District and the fiber optic cable provider. The State will provide an easement legal description.
