Site work, paving and renovation of a mixed-use development in Point Pleasant, West Virginia. Completed plans call for the renovation of a water / sewer project; for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and water / sewer project.
The Apple Grove Wastewater Treatment Plant (USEDA #01-79-15320 and USACE# 476054) will be partially funded with federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal Laws and regulations associated with that program. The Project includes the following Work: The Construction of a 237,000 gallon per day wastewater treatment plant, including but not limited to: a new influent lift station, a new headworks structure with semi-cylindrical screen, vortex grit unit, classifier, and all necessary appurtenances; the installation of the Sequencing Batch Reactor (SBR) equipment in the SBR, Post-Equalization, and Aerobic Digester Basins, with all necessary appurtenances; a new Ultraviolet (UV) disinfection building with a non-contact UV unit and all appurtenances; a new office / sludge dewatering building with Belt Filter Press, Polymer Injection System, Post-Lime Treatment System, Conveyor, and all necessary appurtenances; a new gravel access road; a new 4" waterline; new electrical and communications infrastructure throughout the site; Site Work including grading, paving, piping, sidewalks, fencing, and bollards; and all labor, equipment, materials, machinery, and services to operate and maintain a complete and operational wastewater treatment plant. The Work will be substantially completed within 365 calendar days after the date when the Contract Times commence to run, and completed and ready for final payment within 425 days after the date when the Contract Times commence to run. Liquidated damages shall be $1,500 per day. This construction of this project will be funded in part with funds made available from the Federal Government through the US Army Corps of Engineers Section 571 program. Bidders must comply with all applicable laws and regulations for construction projects receiving Federal aid including, but not limited to, the Civil Rights Act of 1964, the Contract Work Hours and Safety Standards Act, and the Davis-Bacon Act as amended. Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Questions received less than seven days prior to the date for opening of Bids may not be answered. DBE Requirements - Each Bidder must fully Comply with the Disadvantaged Business Enterprises, and Affirmative Action Requirements, as identified in the contract documents. The Bidder agrees to make "positive efforts" to subcontract a portion of the total value of the contract to Disadvantaged Business Enterprises. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Failure to demonstrate positive efforts to do so may lead to rejection of bids. For this program, the term "subcontract" includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract. Last day for questions is 4:00 p.m. Monday, March 18, 2024. Final addendum will be sent to all plan holders by COB on Wednesday, March 19, 2024.
