Site work and paving for a civil project in Napa, California. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; and road / highway.

Engineer Estimate: $270,000.00 Pursuant to 1771.1 of the Labor Code, a contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. No bid will be considered unless it is made on a blank form furnished by the County Engineer of Napa Pursuant to Sections 1770, et. seq., of the California Labor Code, the successful Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rate of per diem wages are on file at the Napa County Department of Public Works where copies will be made available to any interested party on request. These rate determinations may also be found on the State of California Department of Industrial Relations' website. In accordance with Section 1773.2 of the Labor Code, copies of the applicable determinations of the Director of Public Works are on file at the Public Works Office and may be reviewed upon request, and in accordance Section 1774 of the Labor Code, the prevailing wage rates for classifications of labor to be employed in the work have been determined by the County and are included in the Special Provisions referred to above. Summary of Work: The site consists of a single span 31.0' wide reinforced concrete slab bridge. The scope of work will include traffic detouring, removal of the existing metal beam guard rail, construction of two feet of bridge widening on both sides of the existing structure, construction of new barriers on the east and west side of the roadway above the existing bridge widening, construction of Midwest guard rail (MGS) and other related site work. Refer to the Special Provisions, Section 'A' for more details. The Contractor shall possess a Class "A" license at the time of the Contract award. A bid guarantee in the amount of 10% of the total bid shall accompany the bid. The Contactor and Sub-Contractor shall be registered with the State of California Department of Industrial Relations (Public Works Contractor (PWC) Registration) at the time of bid opening. The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the contract price and a Labor and Material Bond in an amount equal to 100% of the contract price with good and sufficient surety. Each bidder must be licensed as required by law. All questions must be mailed, faxed or e-mailed to Dewey Phan (Dewey.Phan@countyofnapa.org), Napa County Department of Public Works, 1195 Third Street, Room 101, Napa, CA 94559, by March 13, 2024 at 12:00 P.M. No questions will be accepted after this deadline. The Board of Supervisors reserves the right to reject any or all bids. As stated in the Special Provisions, CONTRACTOR shall begin work within ten (10) working days after the Notice to Proceed that the Silverado Trail Over Bell Canyon Creek Guardrail Project, RDS 23-37 Project is ready to proceed. CONTRACTOR shall complete the work sixty (60) working days. These sixty working days will allow three weeks for PG&E to relocate their gas line once the Contractor completes the barrier and hangers on the east side of the bridge. PG&E will need to deactivate their existing gas pipeline on the west side of the bridge before the Contractor can build the barrier on the west side of the bridge.
