The Intent of this Invitation to Bid is for the Parks & Recreation Department for the City of Bridgeport to obtain total cost information to have construction/reconstruction services on eight holes (#10-16 & 18, on the BLACK Course) including sand bunker renovations, perforated pipe and drainage sump with catch basin installation, capillary concrete installation, sod and seed installation, and related site work performed at the Fairchild Wheeler Golf Course. This lump sum shall include all work done on the area known as the 10 through 18 holes - Black Course. All material, labor, equipment, gas and or diesel, specified or implied, necessary to perform this project per the attached scope of work and drawings are to be supplied by the Contractor. The Contractor shall have golf course experience with a minimum of five years with references. The supervisor for this project must have the same experience. The contractor must be licensed in the State of Connecticut. All employees must be properly certified, trained, and qualified to perform the work. Any questions regarding this bid must be presented in writing and posted directly on the BidSync website question sections. The cut-off date for questions and answers is 4:00 pm on Wednesday, March 13, 2024. Include With the Submitted Bid, a Ten (10%) Percent Original Bid Bond With Raised Seal or a Certified Check Made Payable to the City of Bridgeport With Its Bid Submission if the Bid is $50,000.00 or More, Except for Bids From Mbe's, for Which a Bid Bond is Required on Bids That Are $100,000 or More. The Successful Bidder, Prior to Permission to Proceed, Will Be Required to Post a Payment Bond of 100% of the Contract Price if the Contract Price is in Excess of $100,000, and a Performance Bond, for 100% of the Contract Price, if the Bid is $50,000.00, or More Except That Performance Bonds From Mbe's Will Only Be Required on Projects That Are $100,000.00 or More. The Mbe Certification Shall Be Submitted at the Time of Bid or No Exemption From the Bid Bond Requirement Shall Be Permitted. The City of Bridgeport reserves the right to Reject any and all bids in whole or in part or to accept any bid, in its sole discretion if doing so is deemed to be in the best interest of the City of Bridgeport. Reserves the right to reject any or all bids or to decline to make an award. The utilization requirement for certified African-American Owned Business Enterprises is 6% of the total contract sum. The overall utilization goal for MinorityOwned Business Enterprises is 15% and for Women-Owned Business Enterprises is 15% This project involves the renovation of sand bunkers on eight holes (#10 - 16 & #18 on the BLACK Course). There will be eighteen (18) sand bunkers to be rebuilt/re-edged. All sand bunkers are being restored at their present locations and their shape will remain mostly the same. No sand bunkers are being removed. It is not a typical rebuild as in past projects at FWGC. Sod will be stripped, sand will be removed, bunker blankets will be removed, internal and external drainage stays as is except vents are replaced (two at each sand bunker), edges are cleaned up/re-edged, capillary concrete is the new base, sand and sod (up to 1,400 s.f. average per sand bunker). All sand bunkers are to be lined with capillary concrete. The design is meant to work around all existing irrigation. All damage to irrigation equipment is the responsibility of the Contractor to fix. Average size sand bunker is 885 s.f..
