ADA Improvements
Pedestrian signals at intersection of Bus. 63 & Rt.
24 This project is located along Business 63 (North
Morley Street) at the intersection of State Hwy 24.
This project proposes to add ADA compliant
sidewalks and pedestrian signals at the intersection
of Bus 63 and 24 along with new sidewalk
extensions to the north and south along Morley. No
sidewalks currently exist where this project is
proposed to be constructed. There are tie-ins to an
existing sidewalk network that the city constructed
in 2021 utilizing MoDOT and FHWA grant funding
through. Without those sources of funds, none of
these projects would be possible.
Morley is the main north-south arterial street for the
City of Moberly. It also is the main retail corridor of
the community hosting many of the stores, shops
and restaurants visited by residents and the
surrounding community.
The importance of this sidewalk for the residents is
enormous, especially for those that do not have
access to a vehicle. They cannot safely walk or use
a wheel chair to patronize the hardware stores,
restaurants, or retail establishments. Adding this
stretch of sidewalk is the only way they will be able
to safely walk from their homes to these businesses
which also connects to schools, parks, trails,
downtown businesses, medical services, schools,
and houses of worship.
The construction of this project will incorporate
ADA improvements for the disabled residents in the
area, and provide them connectivity to essential
services. This is the first piece of a multi-phased
plan along the east side of N. Morley to connect
existing city sidewalks and trail systems. A large
number of the connections made to this sidewalk
are made possible by projects that were built with
prior Transportation Enhancement, Safe Routes to
School, and Transportation Alternatives Program
grants.
The proposed sidewalk will be located inside
MoDOT right of way and match the existing
sidewalks it will be connecting to. It will be
constructed of concrete and will include new
traffic/pedestrian signals at the intersection,
replacement of the island hard-scape to match the
southern islands, and tie into existing signals on the
southern half of the intersection. As seen on the
attached exhibits, the project will include a base
project with optional extensions that will be
