Renovation of a detention facility in Abilene, Texas. Completed plans call for the renovation of a 96,000-square-foot detention facility.

The Taylor County Commissioners Court is soliciting proposals for furnishing the merchandise, supplies, services, and/or equipment set forth in this Request for Proposals. It is the intent of these specifications to obtain competitive sealed proposals from qualified vendors to furnish materials, equipment and labor to re-roof the Taylor County Jail Facility located at 910 S. 27th Street, Abilene, TX 79602. Vendors will be required to furnish proposals for a Turn Key project. Project: Re-roof Taylor County Jail Facility located at 910 S. 27th Street, Approximate square footage is 96,000. BID BOND: There is a requirement for Bid Bond in the amount of 5% of Base Bid if the amount of the bid exceeds $100,000. A bid bond must be executed with a surety company authorized to do business in the State of Texas. Local Govt. sec. 262.032 (a). If the successful Contractors Bid exceeds $50,000, he/she will be required to provide a Labor and Material Payment Bond in an amount equal to 100% of the total Contract amount. The bond has to be provided within fifteen (15) days after the date of signing a contract or the issuance of a purchase order following the acceptance of the bid and prior to commencement of the actual work, Vernon Texas Code Annotated, Local Govt. sec. 262.032 (b). If the successful Contractors Bid is $50,000 or less the County may require completion and acceptance of the work before payment is made Questions pertaining to this document should be submitted to Scott.henderson@taylorcounty.texas.gov. All proposals must be in sealed envelopes clearly marked with Proposal Number and Proposal Title. Completed Proposals must contain one (1) original and one (1) copy and one flash drive. Original proposals must be clearly marked ORIGINAL and contain all original signatures. The Taylor County Commissioners Court reserves the right to reject in whole or in part any or all proposals, waive minor technicalities, and award the proposal which best serves the interest of Taylor County. Late proposals will be returned to the Offerer unopened. Taylor County will not be responsible for un-marked, or improperly marked proposals or proposals delivered to the wrong location. Proposals may be withdrawn at any time prior to the official opening. Award will be made on a lump sum basis. Purchase will be on a cash basis. Alterations made before opening time must be initialed by the Offerer to guarantee authenticity. After the official opening, proposals may not be amended, altered, or withdrawn without the recommendation of the Purchasing Agent and the approval of the Taylor County Commissioners Court. All proposals become the property of Taylor County and will not be returned to the Offerer. Taylor County is exempt from Federal excise and sales tax; therefore, tax must not be included in this proposal. The undersigned agrees, if this proposal is accepted, to furnish any and all items upon which prices are offered, at the price(s) and upon the terms and conditions contained in the Request for Proposal. The period of acceptance of this proposal will be thirty- (30) calendar days minimum unless the Offerer notes a different period. Taylor County reserves the right to reject any or all bids. 1 Remove existing built-up roof membrane and flashing down to existing gypsum decking. 2 Remove and replace all gypsum decking. 3 Suspend and support utility lines while decking is removed. Replace supports for utility lines. 4 Furnish and install new gypsum decking capable of supporting new roof membrane. 5 Apply a fully adhered 60 mil white thermosetting polyolefin (TPO) membrane. 6 All roofing should be pitched to existing roof drains. 7 Remove and replace metal wall caps. 8 Flash all mechanical units. 9 Install new TPO boots around all pipe penetrations. 10 Reflash every drain on the existing roof with TPO targets and water block. 11 Install termination bar along walls. 12 Install new pitch pans and sealant. 13 Leave project grounds and roof broom clean and free of debris. 14 Furnish at least a 5 year warranty for labor and 10 year for materials.
