Statements of interest and qualifications for consulting engineering services for phase 3 construction engineering for various watermain improvements as defined by the Village. The Village desires to enter into a contract with a responsible firm for such services, and accordingly is seeking certain information whereby such service capabilities shall be evaluated to determine which firm shall be awarded the contract. Scope of Work The consultant will provide Phase 3 Construction Engineering services for Watermain Improvements --Various Locations and Will Road Alley to Division St. Watermain Improvements. This project includes 75% Federal funding and 25% Local ARPA funding as part of a Congressional grant. The scope of work to be included in the contract will be as follows: The consultant will be called upon to provide the necessary expertise and technical advice for which the services of a consultant are required. These services relate to existing plans prepared for bid. The consultant will provide the necessary construction phase services of the project, but not limited to, those detailed below: o Project Documentation - including daily diary, inspector daily reports, quantity books, field books, and weekly reports as required. o Agreements to quantities with the contractor and preparation of pay applications o Verify and maintain project pay roll reports for all contractors o Lead progress meetings o Manage force account or change order requests to minimize project cost overruns o Collect GPS data in compliance with current.Village GIS database requirements o Maintain records of all material certifications o Compile punch list items for project close-out o Responsible for project close-out, including all final lien waivers o Provide detailed as-built plans to the Village o Provide or manage Quality Assurance Material Testing requirements o Maintain open line of communication with the Village's Grant Administrator (NCICG) o The resulting contract will be for four years. The Village of Diamond may amend or extend this contract beyond the initial four years to accommodate the terms and conditions of the FY2024 Community Grants award or future EPA grants awarded to the Village within this four-year period provided a market survey conducted by The Village of Diamond indicates that the prices the contractor proposes are reasonable. The method of Contractor Selection has not been Determined at this time.
