The Leon County non-ad valorem Solid Waste Assessment is set forth in the Leon County Code, Solid Waste Ordinance (Ord. No. 95-11), Article V, Section 18-161 - 18-171. All occupied single-family residences in the unincorporated area are levied the non-ad valorem solid waste assessment, established in 1994, set at $40 per ton. The County's solid waste system is established as an Enterprise Fund. The Fund is to be sustained by tipping fees, revenues from interest rates on cash balance, miscellaneous receipts and a solid waste assessment. Currently, the fund is not self-sustaining and is being subsidized by general revenue funds generated from unincorporated sources. The projected subsidy over the next five years averages approximately $2.0 million annually Residents in the unincorporated area may subscribe for collection of solid waste and recycling services or utilize one of several drop-off convenience centers. Subscription customers pay for collection service directly to the franchisee and pay the $40 annual solid waste non-ad valorem assessment to the County to augment/offset the cost of disposal. Unincorporated area residents who choose not to subscribe for collection services may drop off garbage, recyclables, yard debris tires and some hazardous materials at one of the convenience centers. Currently, there is no fee other than the $40 assessment for those unincorporated residents. The operating and capital costs of the Rural Waste Service Centers (RWSC) is approximately $1 million per year. The solid waste assessment is not levied against commercial properties. Additional solid waste services include: Operation of a solid waste transfer station with disposal in an out-of-county regional landfill. A county-wide hazardous waste and electronics collection center. A county-wide recycling and public education program. A county-wide yard debris and waste tire recycling program. Question Deadline 03/14/2024 at 4:00 PM ET Questions shall be submitted directly through the online Leon County may wish to contract with the selected vendor to perform related tasks such as crafting language to make appropriate amendments to the Solid Waste Ordinance and to calculate fees for other solid waste related programs. The contractors and all subcontractors shall agree to a commitment to the principles and practices of equal opportunity in employment and to comply with the letter and spirit of federal, state, and local laws and regulations prohibiting discrimination based on race, color, religion, national region, sex, age, handicap, marital status, and political affiliation or belief. The County reserves the right to reject any and/or all proposals, in whole or in part, when such rejection is in the best interest of the County. Further, the County reserves the right to withdraw this solicitation at any time prior to final award of contract.
