Purpose The Municipality of Anchorage (MOA), Project Management & Engineering (PM&E), is soliciting proposals from qualified contractors to provide professional land surveying and planning services. The work performed for this RFP may include Federal DOT funds, which require federal funding requirements to be met by the Contractor(s). The intent of the Municipality is to award up to two (2) separate contracts with a performance period of two (2) years in the not to exceed amount of $1,000,000 for each contract. Individual work requests will be utilized and will be paid on a per-task order work request basis; funding for work requests between the selected Contractors will be balanced evenly over the duration of each contract. A copy of a typical sample contract between the two parties is included as Attachment # 1, which, in its entirety, is a part of this request for proposals. Background PM&E provides professional and technical surveying services in support of the Municipal Capital Improvement Program and assists other departments with their surveying and land planning needs. The following are examples of the services that may be provided through the contracts: land boundary determinations, title research and interpretation, site selections, land use studies, platting and zoning tasks, description writing and mapping services. Route surveys for engineering design purposes, development of design documents and right of way surveys in support of our project design and land acquisition function. SCOPE OF WORK As-builds, topographic surveys, project design surveys, hydrographic surveys, aerial photographic surveys, horizontal and vertical control surveys, material quantity surveys, R.O.W. boundary locations, establish and reestablish monumentation, quality control surveys and inspections, public utility surveys, records research, mapping, electronic drafting support services and technical/clerical office support. Attend Department meetings and make presentations on behalf of the Municipality at public meetings. Prepare project cost estimates and analyze cost proposals prepared by others. Prepare survey drawings showing existing improvements and elevations. Prepare contour and topographic maps for planning and exhibit purposes. Perform land surveys to determine legal boundaries and make public record of the survey through the Municipal procedures as identified by Title 21 Land Use Regulations or as directed by the Municipal Surveyor. Prepare planning documents for various agencies within the Municipality such as: site selection and feasibility studies, trail plans for pedestrian transportation systems, master plans to identify future land uses of municipal lands, and platting and zoning tasks. The Municipality of Anchorage reserves the right to reject any and all proposals and to waive any informalities in procedures. Proposals Not Received by the Date and Time and at the Location Specified in the RFP Cover Letter Will Not Be Considered and Will Be Returned Unopened. The Municipality reserves the right to reject any or all proposals if determined to be in the best interest of the Municipality To achieve a uniform review process and obtain the maximum degree of comparability, it is required that the proposal be organized in the manner specified below. The proposal shall not exceed seven (7) pages in length excluding: letter of transmittal, resumes, title page(s), index/table of contents, attachments, dividers or Fee Schedule(s). Information in excess of those allowed will not be evaluated for scoring. One page shall be interpreted as one side of a single lined, typed, 8 1/2" x 11" paper. Provide information in the appropriate sections of the proposal to eliminate redundancy. The method of Contractor Selection has not been Determined at this time.
