The County is seeking engineering and design services of a qualified firm to develop designs and construction documents for trash capture projects in four (4) stormwater sub-watersheds, or Trash Management Areas (TMAs). The project should determine feasible options to treat each of the TMAs, then develop designs and construction documents at the County's selected location. The County is seeking engineering and design services of a qualified firm to develop designs and construction documents for trash capture projects in four (4) stormwater sub-watersheds, or Trash Management Areas (TMAs) included in the maps in the Attachments document; see Exhibit A. The project should take previously developed designs and bring them to 100% PS&E construction documents at each location. The Marin County Stormwater Divisions goals are to: Prevent stormwater pollution Protect and enhance water quality in creeks and wetlands Preserve beneficial uses of local waterways Comply with State and Federal regulations Background Trash Amendments On April 7, 2015, the State Water Board adopted an Amendment to the Water Quality Control Plan for Ocean Waters of California (Ocean Plan) to Control Trash and Part 1 Trash Provision of the Water Quality Control Plan for Inland Surface Waters, Enclosed Bays, and Estuaries (ISWEBE Plan). Together, they are collectively referred to as 'the Trash Amendments'. The objective for the Trash Amendments is to provide statewide consistency for the Water Boards' regulatory approach to protect aquatic life and public health beneficial uses, and reduce environmental issues associated with trash in state waters, while focusing limited resources on high trash generating areas. Full compliance with the Trash Amendments requires cities, towns and the unincorporated County to install, operate, and maintain State-certified Full Capture System (FCS) devices that capture all trash down to 5 millimeters in size from defined Priority Land Use (PLU) areas. These include all industrial, commercial, mixed use, high-density residential, and public transportation station areas. The Certified Trash Full Capture Systems List of Trash Treatment Control Devices is available from the State Water Resources Control Board webpage. Marin's municipalities will be required to demonstrate 100 percent compliance with the Trash Amendments by December 1, 2030. Costs for complying with the Trash Amendments will depend on the types of FCS devices selected, size (i.e., large vs small), installation and maintenance costs, and the total number of devices installed. The type and number of FCS devices installed will depend on PLU areas and the stormwater infrastructure that serves those areas. Other long-term cost considerations include maintenance and replacement of the FCS devices which will depend on the qualities of the drainage areas filtering through the devices including acreage, land use, perviousness, flow rates, etc. There will not be a pre-proposal conference scheduled by the County. On behalf of the Marin County Department of Public Works Stormwater Division, the Marin County Procurement Division is seeking to contract for Trash Capture Design services as described in this solicitation. Any proposer who wished their proposal to be considered is responsible for making certain that the completed proposal, including all RFP documents, is received in the Procurement office by the proper time. Answers to all written questions concerning this solicitation will be posted electronically on Wednesday, March 20, 2024. The County of Marin reserves the right to reject any and all proposals and to elect not to enter into any contract for the services described in the scope of work. The County reserves the right to make multiple awards of this proposal. The County of Marin also reserves the right to request clarification of information from the proposer. Award of Contract Award of proposal, if awarded, will be made to the Proposer offering the most advantageous proposal after consideration of all Evaluation Criteria set forth below. The criteria are not listed in order of preferences. An Evaluation Committee will be established by the County of Marin. The Committee will evaluate all proposals received in accordance with the Evaluation Criteria. The County of Marin reserves the right to establish weight factors that will be applied to the criteria depending upon order of importance. Evaluation scores will not be released until after award of proposal. The County of Marin shall not be obligated to accept the lowest priced proposal but will make an award in the best interests of the County after all factors have been evaluated. Receipt of the official Contract shall indicate award of the proposal. Award of proposal shall be made by the County of Marin to the responsible Proposer who meets the provisions and specifications of this proposal after consideration of all evaluation criteria to provide the services as described in this request. The County reserves the right to make a multiple award of this proposal. The method of Contractor Selection has not been Determined at this time.
