Bids are invited for several items and quantities of work as follows: The replacement of approximately 3,775 linear feet of 6-inch waterline and appurtenances along North Martin Street, North College Street, East Allen Street, North Lane Street, and East Boyette Drive. Estimate: $550,000.00 - $650,000.00 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid (for those contracts that exceed $100,000). A certified check or bank draft payable to the City of Malakoff or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Adherence to the grant recipient's Section 3 Policy isrequired for contracts and subcontracts in excess of $100,000.00. The City of Malakoff reserves the right to reject any or all bids or to waive informalities in the bidding. Further, the City Council may award the bid that presents the best value for the City pursuant to Gov't Code Section 2269.055 using the criteria set forth herein. In determining the best value for the City, the City Council may consider: (1) the price; (2) the reputation and experience of the contractor; (3) the quality of the contractor's services; (4) the financial resources of the City; and (5) the contractor's past relationship with the City. Bids may be held by the City of Malakoff for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.
