The City of Detroit Demolition Department through the Office of Contracting and Procurement (hereafter: "[t]he City") respectfully requests proposals from pre-qualified vendors for the abatement and demolition of (a) commercial site(s). Please read this Request for Proposals (RFP) in its entirety. This document, including all attachments and exhibits, contains important information related to the services sought through this RFP and the terms and conditions of the RFP process. The City of Detroit received funds from the United States Department of Treasury (hereafter: "Treasury") pursuant to the Coronavirus State and Local Fiscal Recovery Fund under CFDA 21.027 ("ARPA Funds"), under Section 602 and 603 of Title VI of the Social Security Act, as amended by Section 9901 of the American Rescue Plan Act of 2021 ("ARPA", Subtitle M of Title IX of Public Law 117-2). The City of Detroit has allocated ARPA Funds for appropriate and qualifying expenditures as allowed under the Treasury Guidance Interim Final Rule "Coronavirus State and Local Fiscal Recovery Funds" (86 Fed. Reg. 267878). Interested pre-qualified vendors assume all responsibility for reviewing and understanding the federal funding requirements prior to responding to this RFP. The intent of this Request for Proposals (RFP) is to openly and responsibly procure the services of the pre-qualified vendor (RFQQ #1) with the highest-scoring responsive and responsible proposal.
