Site work and new construction of a civil project in Pierre, South Dakota. Completed plans call for the construction of a 5,600-square-foot, one-story above grade road / highway; for site work for a road / highway; water / sewer project; and water / sewer project.

If the Owner awards the Contact for the Work, such award is anticipated to be made on or about 30 April 2024 The Engineers Probable Cost of Construction is currently estimated to be between $10M - $15M. The Project consists of the following scope of work. The work consists of all work associated with the construction of a new backwash recovery building at the existing Mid Dakota Water Treatment Plant site. The new backwash recovery facility will be adjacent to the existing Water Treatment Plant located seven miles northeast of Pierre, South Dakota in Hughes County. This work includes but is not limited to: the installation of Owner furnished membrane filtration skids and related process equipment; chemical feed and storage; process piping and related appurtenances; instrumentation and controls, electrical, mechanical, plumbing; site grading, seeding, sanitary sewer, connection to existing water treatment plant site piping, excavation and backfill; erosion and sediment control, concrete drive area, gravel surfacing, site storm piping; and 80' x 70' pre-cast concrete building. The project includes all appurtenant work and incidental items needed for a complete and operational system as required and in conformance with the Contract Documents. A Bid must be accompanied by Bid security made payable to Owner in the amount of ten (10) percent of Bidder's maximum Bid Price (determined by adding the base bid and all alternates) in the form of a Bid bond (on the form included in the Bidding Documents) issued by a surety meeting the requirements of Paragraphs 6.01 and 6.02 of the General Condition or by a certified check or bank money order payable to the Owner in the amount of five (5) percent of the Bidders maximum bid price. Bidders on this work will be required to comply with the Presidents Executive Order Nos. 11246 as amended, 11458, 11518, and 11625 as amended. The requirements for bidders and contractors under these orders are explained in the specifications. Bidders on this work are advised that the funding and/or regulatory agency for this project is the State of South Dakota. The low responsive bidder will be required to certify compliance with the American Iron and Steel provision of the Consolidated Appropriations Act of 2014. This certification form may be found on page AIS-21 of the State Revolving Fund (SRF) General Conditions and must be included in the bid proposal. The low responsive bidder must fulfill the requirements of the Davis-Bacon and Related Acts Labor Standards for federally assisted construction contracts. These standards are located in the SRF General Conditions. Please be advised that waivers or exemptions from the American Iron and Steel provision that cite International Trade Agreements DO NOT comply with the Consolidated Appropriations Act of 2014 as it applies to the SRF programs. Claims from suppliers that the American Iron and Steel provisions do not apply to certain products based on the International Trade Agreement exemptions of the Consolidated Appropriations Act of 2014 will not be accepted. Contractors shall make a good faith effort to utilize Disadvantaged Business Enterprises (DBE) and/or Minority Business Enterprises (MBE) and shall provide documentation of the effort to solicit bids from qualified entities as provided in the Instructions to Bidders. Bidders on this work will be required to comply with Title 40 CFR 33 and Executive Order No. 12138. The requirements for bidders and contractors under this regulation which concerns utilization of Disadvantaged/Minority Business Enterprises (DBE/MBE) and Women's Business Enterprises (WBE) are explained in the contract documents. The goal for MBE is 1% of the total dollar value of the project. The goal for WBE is 4% of the total dollar value of the project. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered
