JLL/BPA Celilo Hydrant Star Complex project. Background: Big Eddy HMEM Facility building fire protection system consists of dry pipe fire sprinkler system and a fire hydrant: Muller 5-1/4 outside of the HMEM building. The dry pipe fire sprinkler and the fire hydrant are currently inoperable. Potentially due to water pipe supply connection from the storage tanks that were disconnected during a previous Celilo yard expansion. The dry pipe sprinkler system water requirements for this building are based on NFPA 13 for Ordinary Hazard Group 2 with a design criterion of 0.20GPA/1,950sf. Max protection area is 130sf with a maximum sprinkle spacing of 15 feet. The HMEM has a total of 72 sprinklers with six (6) branchline piping runs into the building. Currently, there is a 1-inch domestic water supply connected to a 4-inch potable water line from the above mentioned storage tank. Additional Information: The City of The Dalles Public Works Department confirmed that the existing 8" water main terminating at the fire hydrant near the residential area on Columbia View Dr does NOT provide code compliant pressure for the proper operation of the existing 5 1/2 " Muller Fire Hydrant located at the HMEM building A flow test was conducted by Fire United on 12/28/21 and indicated that there is not a viable water supply connected to hydrants 7,8,9,10, or 11. Flow test results for hydrants 2, 3, 4, and 5 would indicate that the underground water main noted as 10" HDPE on plan 269869 sheet 1 of 1, rev 1 dated 11/2019 has been installed and was in service at the time of the flow testing conducted on 12/28/2021 by United Fire.
