Woodard & Curran, Inc. Kyla Strickler Email: kstrickler@woodardcurran.com (and a copy to mklekamp@woodardcurran.com) The City of Hillsboro, IL (Owner) invites Bidders to submit sealed Bids for Hillsboro, IL Lead Service Line Replacement. Substantial Completion: within 75 days. Final Completion: within 100 days. Bidding is per 30 ILCS 500 & 557 & any resulting Contract is subject to applicable provisions of the Illinois Compiled Statutes (ILCS) & municipal codes & ordinances. Project Funding: in part through Illinois EPA State Revolving Fund (SRF) & subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35 IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the U.S. Dept. of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), & the federal "Build America, Buy America Act" requirements as contained in the federal Infrastructure Investment and Jobs Act, Pub. L. No. 117 58. Bid security at 5% of total Bid This procurement is subject to increased use of disadvantaged business enterprises & Bidders are required to undertake specified affirmative efforts at least 16 days prior to Bid opening. It is the policy of the State of Illinois to award a fair share of sub-agreements to disadvantaged businesses (DBEs). Bidders are required to take affirmative steps to assure that disadvantaged businesses are used when possible as sources of supplies, equipment, construction, & services. Bidders shall comply with the terms, conditions, & requirements of the SRF Loan Program, & the Owner's policy & procedures for complying with the requirements. The fair share percentages are 5 percent for MBEs & 12 percent for WBEs. Bidders shall also comply with the President's Executive Order No. 11246, as amended. The requirements for Bidders & contractors under this Order are explained in 41 CFR 60-4. The goals & timetables for minority & female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area are WBE 6.9 percent (Statewide) & & MBE 11.4 percent (Montgomery County).
