The High Point Metropolitan Planning Organization (HPMPO) on behalf of the City of High Point Department of Transportation (HPDOT) seeks a qualified consulting firm to provide professional transportation engineering services. This project will include evaluation and improvement of the current signal timing for traffic signals within the City of High Point Signal System. HPDOT's current system consists of 232 signals using ASC3 controller software and Centracs central software. This project is funded with congestion mitigation and air quality improvement program funds and will be subject to federal and state oversight. The City of High Point is soliciting proposals for the services of a firm/team for the following contract scope of work: The High Point Metropolitan Planning Organization (HPMPO) on behalf of the City of High Point Department of Transportation (HPDOT) seeks a qualified consulting firm to provide professional transportation engineering services. This project will include evaluation and improvement of the current signal timing for traffic signals within the City of High Point Signal System. HPDOT's current system consists of 232 signals using ASC3 controller software and Centracs central software. This project is funded with congestion mitigation and air quality improvement program funds and will be subject to federal and state oversight. This project may include but is not limited to the tasks summarized below: 1) Project Management: -Provide details for the management of this project to include but not be limited to, a project schedule, procedural plan, specific tasks and deliverables, possible use of eligible technologies, identification of traffic signal timing strategies to enhance traffic operations, etc. 2) Evaluation of Existing Conditions -Conduct travel time, stop and delay studies as needed to evaluate the existing signal timing along specific corridors. -Review existing timing plans and field equipment to confirm all signals are operating as intended. -Collect 12-hr turning movement traffic counts at all signalized intersections within the scope of this project. 3) Preparation of improved traffic signal system timing plans: -Where required develop and implement new traffic signal timing plans for intersections included along each signalized corridor. -Conduct after studies and compare existing data to confirm improvements in corridor operations. All LOIs are limited to fifteen (15) pages (RS-2 forms are not included in the page count) inclusive of the cover sheet, and shall be typed on 8-1/2" x 11" sheets, single-spaced, minimum 10 pt font, one-sided. Fold out pages are not allowed. LOIs containing more than fifteen (15) pages will not be considered. 1 copy of the LOI should be submitted electronically. Firms submitting LOIs are encouraged to carefully check them for conformance to the requirements stated above. If LOIs do not meet ALL of these requirements they will be disqualified. No exception will be granted.
