Site work and paving for a mixed-use development in Rutland, Vermont. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

**As of April 24,2024 project has selected an Apparent low bidder Fuller Sand and Gravel for $188,046.64.** The Town Rutland Select board is requesting bids for paving. The Town reserves the right to reject any or all bids. Mary Ashcroft Town of Rutland Select board Chair The Town reserves the right to accept or reject any or all bids. All streets to be paved shall be swept within 24 hours prior to paving. A bonding emulsion shall be sprayed evenly across the street on existing or milled areas to be paved and no more than 30 minutes ahead of the paver. Contractors to provide signs and traffic control in accordance with the MUTCD. Traffic flow to be maintained as practical. Pavement thickness listed per street. An asphalt apron extending up to 10 feet from the edge of the paved surface, covering the entire width of the existing driveway shall be installed on all paved driveways in the project area. An asphalt apron extending up to 12 inches from the edge of the paved surface, covering the entire width of the existing driveway shall be installed on all non-paved driveways in the project area. This apron work to be included in the bid price. Driveways must be reasonably accessible the day paving work occurs. Apron finish work to be completed no more than 30 days after final road surface applied. The Select board, or their designee, has final say on all apron work. Paving to be completed no later than October 10, 2022, unless specified differently in the street list. A penalty of $500 per day for every day after the deadline will be assessed to the contractor until the job is completed. The Select board, or their designee, may add or delete streets to be paved as paving progresses. Contractor to report daily to Select board, or their designee, total tons of asphalt spread to date by street. A minimum of 4 load tickets per day shall have a listing of the lbs. of each type of aggregate, lbs. of rap, and lbs. of liquid asphalt in the load. Contractors are responsible for contacting Dig Safe prior to reclaim work. Reclaim work to consist of grinding, compaction, fine grading to shape, and final compaction. See street specifications for special requirements. All effort shall be made by the contractor to prevent grindings from migrating on to resident's lawns. The contractor shall be responsible for, and complete, any cleanup needed. Additional water needed for compaction is the responsibility of the contractor. Dust control is the responsibility of the Town Highway Dept. Base asphalt shall be applied as soon as practical after reclaiming. Milling work to consist of grinding the existing asphalt to the depth specified in the street list, hauling the grindings to a stockpile, and sweeping the milled area prior to paving. Disposal of the grindings are the responsibility of the contractor. The Town reserves the right to accept some or all grindings for its use. Lap Joints: A strip 1" deep minimum and 36" wide minimum shall be milled the width of the roadway or at intersections where needed to avoid lap joints. Grindings shall be removed by the contractor from the job site or used as shoulder material if needed. Butt Joints: Where reclaiming is done, the adjoining asphalt shall be milled to a minimum depth of 1 1/2 " and 36" wide to facilitate the top coat of asphalt meeting the old asphalt as an overlay and not a butt joint. The milled area shall have emulsion applied at the time of paving. Contact the Road Commissioner should you have questions about this. The Select board, or their designee, shall be notified when paving, milling or reclaiming is being done. Paving bid to be by the ton in place, milling or reclaim work to be by the square yard and submitted on the form provided. Minimum quantities of asphalt per street are listed on the attached sheet. Quantities exceeded by more than 5% will not be paid for. Per ton bid shall be based on the VTRANS posted price for liquid asphalt for the month in which the bid is made. An asphalt price adjustment per Vtrans specifications will be made up or down when the posted price at the time of paving changes by more than 5%. A lump sum credit or debit will be issued for the difference. An outline of the contractor's quality control program and proof of insurance shall be submitted with the bid. Asphalt plant and materials shall be made available for inspection before or during production of asphalt for town work if requested. Alternative paving technologies or changes to these specifications maybe submitted for consideration by the Select board or their designee. Paving may start after May 9th, 2022, on those streets that are ready for pavement. Payments to contractor will be approved by the Select board no earlier than July 1st, 2022. Satisfactory completion of all paving is a prerequisite. Streets not meeting agreed upon specification will not be approved for payment until a resolution is agreed upon between the Town of Rutland and the contractor. Liquid asphalt binder, emulsions, and paving procedures shall conform to all applicable Vtrans specifications except for RAP. RAP not to exceed 20% in any mix. Any manhole risers that will be needed will be supplied by the Town. The contractor on class 2 roads shall install temporary reflective pavement markers according to the MUTCD after the installation of the wear course or when the base course will be left for more than 48 hours. The winning bid may be awarded at the March 26th ,2024 Select board meeting electronically will have meeting information. Paving List Connor Dr: Mill and Pave: Starting at the Townline Rd. intersection and continuing West to the western intersection of Karen Dr. Mill 2.25". Shim 3/4 " with 3/8" HMA. 1.5" top with 1/2 " HMA. Karen Dr: Mill and Pave: Starting at the intersection with Connor Dr. and continuing around Karen Dr. to complete the loop. Mill 2.25". Shim 3/4 " with 3/8" HMA. 1.5" top with 1/2 " HMA. Blue Ridge Dr: Mill and Pave: Starting at pavement seam at Annette Ter. and continuing South to dead end. Mill 2.25" Shim 3/4 " with 3/8" HMA. 1.5" top with 1/2 " HMA Linda Dr: Mill and Pave: Starting at the Blue Ridge Dr. Intersection and continuing to complete Linda Dr. Mill 2.25" Shim 3/4 " with 3/8" HMA. 1.5" top with 1/2 " HMA Post Rd. Sidewalk: Pave: Starting at Rutland Town School and continuing east to Chassanna Dr. approximately 1250 feet consisting of 2" of Type II Base and 1" of Type IV Top
