James City County is soliciting responses from experienced and qualified contractors for Concrete Demolition, Disposal and Install of an ADA Ramp in accordance with specification and attachments herein. 1.James City County Department of General Services James City County is soliciting responses from experienced and qualified contractors for Concrete Demolition, Disposal and the Install of an ADA Ramp at the James City County Recreation Center located at 5301 Longhill Road, Williamsburg, VA 23188. a. Please reference the James City County Recreation Center Site Plan included in Appendix B of this RFQ document. 2. Contractor to sawcut, demo and dispose of concrete curb, gutter and sidewalk to facilitate installation of an ADA ramp at the location marked on the enclosed site plan. 3. Contractor to install an ADA compliant ramp at the location marked on the enclosed site plan. 4. Contractor shall prepare work site location prior to the commencement of work including the definition of work area. Contractor shall signify the work area with the placement of traffic cones, caution tape and such to define the work area. 5. Contractor is responsible to maintain worksite safety until work is completed and accepted by James City County. The Contractor shall control any vehicles and tools so not to affect any vehicles or equipment within the work site. 6. The Contractor shall keep the premises free from accumulation of waster materials, rubbish or other debris resulting from the work. After completion of the work the Contractor shall remove all waste material and debris from around the work site. 7. All work and materials are to comply with the Hampton Roads Planning District Commission, Sixth Edition of the Regional Construction Standards and Title II of the Americans with Disabilities Act. 8. ADA accessibility for curb and sidewalk ramps will be closely monitored and shall be constructed to current standards with zero tolerance for not meeting those standards. Any work that needs to be redone will be at the Contractor's expense. 9. Contractor will coordinate all work schedules with the designated Project Manager. As such, work will be scheduled to provide minimal impact to the public's use of the facility. Anticipated onsite workdays/hours are Monday - Friday, 7:00 AM - 5:00 PM. 10. All incidents and accidents occurring on the work site which damage public or private property, or result in injuries to workers or other persons, or damage to utilities shall be promptly reported to the Project Manager. 11. The Contractor is responsible for any damage or interrupted service to existing structures, utilities, services, roads, surrounding property, real estate, vehicles, sidewalks, trees, sod and shrubbery resulting from performing this work and shall repair such damage to the satisfaction of James City County, at no expense to the County. 12. All existing landscape material is designated to remain. Contractor must take precautions not to damage landscaping. Damaged landscaping or irrigation systems is the responsibility of the Contractor and shall be replaced within 7 calendar days of being notified by James City County. 13. Contractor shall conform to all applicable codes, safety and regulatory requirements mandated by the Federal, State, or local government including, but not limited to, the following: a. Virginia Department of Labor, Virginia Occupational Safety and Health (VOSH) regulations. b. Virginia Department of Transportation (VDOT)- Road and Bridge Standards c. Manual on Uniformed Traffic Control Devices (MUTCD) and the Virginia Work Area Protection Manual d. Title II of the Americans with Disabilities Act 14. Contractor is responsible for verifying all measurements and quantities before submitting a Quote. Inquiries: All questions related to this Request for Quote shall be in writing and received by the James City County Purchasing Department, no later than 2:00 PM on March 14, 2024. Questions should be directed to Pam Dawson, Senior Procurement Specialist via email at pam.dawson@jamescitycountyva.gov The email subject line must contain the following: Questions for RFQ 20240883 All questions that are pertinent to this Request for Quote will be answered in the form of an Addendum, which will be uploaded to the following James City County Electronically The respondents to this Request for Quote shall not contact, either directly or indirectly, any other employee or agent of James City County regarding this Request for Quote. This prohibition shall extend to all Governmental Boards and other elected County officials. Any such unauthorized contact may disqualify the Bidder. Liquidated Damages: $250.00 per calendar day after the time for Final Completion has expired. James City County Does Not Discriminate in the Solicitation or Awarding of Contracts on the Basis of Race, Religion, Faith-based Organizations, Color, National Origin, Age, Disability or Any Other Basis Prohibited by State or Federal Law Contractor shall begin performance under this Contract on the date specified from Notice to Proceed issued by the Project Manager. Once the contractor has received the Notice to Proceed, Contractor shall complete all work within 30 days from the start date specified in the Notice to Proceed. The official time used in the receipt of Quotes is local time. Each Bidder must deliver its bid before the minute stated on the cover page of this Request for Quote. For example, a due time means that a bid delivered at 1:59 PM is timely and one delivered at 2:00 PM is late. Extension of deadline: Before the deadline passes or if James City County receives no Quotes by the bid due date, James City County may extend the date and time for opening of Quotes if it believes it is necessary and in the best interest of the County. If that happens, Bidders will be notified via Addendum of the new date and time. Quotes already received will not be opened until the new date and time. Process for receipt of Quotes: The Purchasing Director or designated representative will receive all Quotes via the email address contained herein. Award shall be made to the lowest responsive and responsible firm that complies with all the provisions of the RFQ. James City County reserves the right to waive any Informality in any Quote. However, Quotes or amendments which are received after the date and time specified for the Quote due date will be neither opened nor considered and will be returned unopened to the Contractor.
