Site work, paving and outdoor lighting for a civil project in Mobile, Alabama. Completed plans call for site work for a water / sewer project; road / highway; for outdoor lighting for a road / highway; and for paving for a road / highway.

Earthwork-site grading-excavation/backfilling; Storm drainage; Unit paver paving; Cement concrete pavement-cast-in-place concrete; Fountain pools and fountains; Site furnishings; Electrical service, distribution, outdoor lighting; Aquatic controls service, distribution; Onsite utility adjustments and protections; Site controls; Underground vault; Site monuments remove and relocate; Flag poles; Landscaping; Irrigation. Two Hundred and Seventy (270) calendar days are allowed for the construction of the project. All bids must be on blank forms provided in the Specifications and submitted in its entirety. A cashier's check drawn on an Alabama bank or a Bidder's Bond, payable to Mobile County, Alabama, for an amount not less than five percent (5%) of the amount bid, but no more than ten thousand ($10,000) dollars, shall be filed with the proposal, the Bidder's Bond being prepared on the form specified and signed by a bonding company authorized to do business in the State of Alabama. A Performance Bond in the form and terms approved by the County in an amount not less than the contract price will be required at the signing of the contract. A labor and materials bond in form and terms approved by the County in an amount not less than the contract price, insuring payment for all labor and materials, shall also be required at the signing of the contract. In addition, the Contractor must furnish to the County at the time of the signing of the contract a certificate of insurance coverage as provided in the specifications. The right is reserved to reject any and/or all bids and to waive informalities and to furnish any item of material or work to change the amount of said Contract. Liquidated damages for non-completion of the work within the time limit agreed upon will be assessed in accordance with the terms of the Contract. No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly licensed and qualified to submit a proposal for this construction in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, Montgomery, Alabama, as required by Chapter 8 of Title 34, of the Code of Alabama, 1975. In addition, non-residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama. As well as a System for Award Management (SAM) Unique Entity ID (UEI) No bid shall be withdrawn for a period of thirty (30) days subsequent to the opening of bids without the consent of the County Commission of Mobile County. Contractors and suppliers wishing to do business with Mobile County may now review Bids and Requests for Proposals (RFPs) at and Mobile County Bid Alerts. Any observed ambiguities discrepancies, omissions, or errors in any part of the contract documents shall be submitted as a written RFI to Channon Toland at WAS Design, ctoland@was-desing.com Cut off time for submission of RFIs is by 3:00 pm Cutoff date is Thursday November 14th. The CONTRACTOR shall: o possess the proper license to perform all aspects of the work required to complete the project. o acquire and pay for any and all applicable licenses, review fees, permit fees and inspection/testing fees, etc., associated with this contract unless noted otherwise within the contract documents. o provide all necessary services and materials, unless stated otherwise within the contract documents. o comply with all laws, codes, and regulations, including safety, fire, health, environmental, and insurance. o perform all work in a neat and professional manner. o submit to the project manager a written change proposal, including add-on or deduct costs if any, for any modification requests to the plans, specifications, or other contract requirements. If changes are deemed necessary by the project manager, he will return an approved copy of the proposal prior to any change implementation. o be responsible for all damages to properties outside the Scope of Work caused by the contractor during the execution of this contract. This includes, but is not limited to, damage too small to be covered by the contractor's insurance. o clean up the job site daily and remove all waste and non-salvageable material in accordance with applicable laws, codes, and regulations. o deliver all salvageable material to the Mobile County Building Maintenance Complex at 554 South Royal Street, Mobile, AL. o provide a critical path schedule for completion of the Project. The schedule shall be updated before each scheduled meeting. A Gantt Chart style calendar shall be prepared for review along with critical path schedule. In the event of delays impacting the critical path schedule the Contractor shall make recommendations for corrective action. ***Document Note: Provide three (3) day notice to produce any paper set request by calling 251-344-4023. This deposit shall be refunded in full to each prime Contractor Bidder upon return of the documents in reusable condition within ten (10) days after Bid Opening for up to two (2) sets. The cost of and return of additional sets of Specifications shall be in accordance with Section 39-2-3 in the code of Alabama 1975. No specifications will be issued to contractors later than twenty-four (24) hours prior to the time indicated above for receiving bids.
