Site work, paving and outdoor lighting for a civil project in Loxley, Alabama. Completed plans call for site work for a road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; and water / sewer project.

Furnishing all labor and materials, and performing all work required by the City of Loxley and described as follows: City of Loxley Project No. 2023-02 Loxley Section 5307 Transit Hub Project The Loxley Municipal Park Transit Hub Project includes the construction of a Transit Hub and various other site improvements including masonry walls, wayfinding signage, site furnishings and a restroom facility that includes plumbing and mechanical. The site work involved in the project scope includes, but is not limited to drainage, tree pruning, paving, electrical, lighting, landscape, and irrigation. This project location will require coordination with the City. This project's anticipated start date will be May 6, 2024. The Bidder hereby certifies that, should he be awarded the Contract, he will commence work under the Contract on or before a date to be specified in a written Notice to Proceed to be delivered by the Owner, and that he will fully pursue and complete the Contract within (300) consecutive calendar days thereafter Bid advertisement, addenda and other related documents will be posted on the City of Loxley website: online. Questions or comments pertaining to this bid must be presented in writing and sent via e-mail to the attention of the Project Manager, Brian Puckett, email: brian@whlcarchitecture.com seven (7) days prior to the bid opening or will be forever waived. All Bids must be on blank bid forms provided in the Bid documents. Bids shall be accompanied by a BID SECURITY equal to five percent (5%) of the bid price, but not to exceed ten-thousand dollars ($10,000.00). BID SECURITY shall be in the form of a Bid Bond signed by a Bonding company authorized to do business in the State of Alabama, or a Cashier's Check payable to the City of Loxley. A Performance Bond in the form and terms approved by the City of Loxley in an amount not less than the sum of the bid will be required at the signing of the CONTRACT, and in addition, a Labor and Materials Bond in an amount not less than fifty percent (50%) of the CONTRACT price insuring payment for all labor and materials. Requirements and goals for Disadvantaged Business Enterprise (DBE) participation in this Project are as follows: A minimum of three point five eight percent (3.58%) of the total contract price, as awarded, shall be established as a goal to be made available to certified DBEs. Prior to Contract award, the apparent successful bidder shall submit a written acknowledgement of the above goal and shall include names of DBE subcontractors, addresses of contact persons, a description of work to be performed, dollar values of each proposed DBE subcontract and proof of the subcontractors eligibility as a DBE. This information shall be submitted on Attachment C - DBE Letter of Intent and Attachment D - DBE Affidavit that are furnished with this solicitation. If the goals are not met, the bidder must demonstrate that sufficient good faith efforts were made to meet the DBE contract goals and shall document the steps that were taken to obtain DBE participation (see Attachment E - DBE Unavailable Certification.) Failure to provide required documentation of good faith efforts may be reason for disqualification of the Bid/Proposal. No bids will be considered unless the Bidder, whether resident or non-resident of Alabama, is properly qualified to submit a bid for this type of work in accordance with all applicable laws of the State of Alabama. Where applicable, this shall include evidence of holding a current license from the Alabama Licensing Board for General Contractors, Montgomery, Alabama, as required by Chapter 8, Title 34, of the Code of Alabama, 1975. In addition, the awarded vendor, if a non-resident of the State, and if a corporation, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama. Awarded Bidder must have a current business license or purchase a business license with the City of Loxley prior to work performed. No bids shall be withdrawn for the period of thirty (30) days subsequent to the opening of bids without the consent of the City of Loxley, Baldwin County, Alabama All bids, with their guarantee, must be enclosed in a sealed, opaque envelope, clearly identified on the outside as "Sealed Bid" with Bid Name, Bid Number, City of Loxley's name and address, and the Bidder's name, address, and General Contractor's License Number. Each bid must be in a separate envelope. Bids made out in pencil will not be accepted. Failure to observe the instructions contained herein will constitute grounds for rejection of your bid. The City reserves the right to accept or reject all bids, or any portions thereof, and to waive informalities, and to furnish any item of material or work to change the amount of the CONTRACT, whichever is in the best interest of the City of Loxley
