Site work and paving for a mixed-use development in Darien, Connecticut. Completed plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; road / highway; and road / highway.

The scope of work includes construction of site improvements including but not limited to bituminous concrete walks, landscaping, compacted gravel parking areas, wetland restoration, vegetated sand dunes, and stormwater drainage improvements within the Weed Beach Town Park on Nearwater Lane in Darien, CT. Question Deadline 04/28/2025 All questions by prospective bidders as to the interpretations of the Advertisement for Bids, Form of General Bid, Agreement, Drawings, Specifications or Bonds, must be submitted in writing to the Project Engineer, Weston & Sampson Engineers, Inc., via email: BiggsD@wseinc.com The Selected Contractor Shall Furnish a Performance Bond and a Payment Bond in Amount at Least Equal to One Hundred Percent (100%) of the Contract Price as Stipulated in Section 00 72 00 General Conditions of These Specifications. Attention of Bidders is Particularly Called to the Requirements as to Conditions of Employment Observed and Prevailing Wage Rates to Be Paid Under Contract as Determined by Connecticut General Statutes 31-53. By Submission of a Bid, the Bidder Agrees That This Bid Shall Be Good and May Not Be Withdrawn for a Period of 60 Working Days, Saturdays, Sundays and Legal Holidays Excluded After the Opening of Bids. The Owner Reserves the Right to Waive Any Informalities or to Reject Any or All Bids. The Town of Darien is an Affirmative Action/equal Opportunity Employer; Minority/women's Business Enterprises The overall project site is 21.1 acres. The regulated wetland is vegetated primarily by the invasive species Phragmites australis. The tidal portion of the wetland contains some native wetland species. The wetland functions are primarily sediment and nutrient retention and some limited biodiversity. There are no direct impacts proposed to the wetland from the project. Approximately 97, 400 square feet of disturbance is proposed in the upland review area, of which approximately 5,000 square feet is a paved pathway. The remaining approximate 92,400 square feet of disturbed area will be revegetated. The Applicant stated that much of the grading proposed beyond the path edge is necessary to accomplish the stated goal of creating an ADA compliant path not exceeding 5% in grade. Although there was no evidence presented that asphalt paving would have a significant adverse impact on the wetland, the Applicant stated that alternatives to asphalt were investigated and rejected due to the cost and higher maintenance requirements. None of the typical contaminants associated with asphalt roads are anticipated since there will be no vehicular traffic on the path. There is an upland buffer adjacent to the wetland to allow filtration of trace amounts of leaching that may occur. Wetlands are, by definition, also able to provide filtration of pollutants. The total proposed mitigation area in the form of restoration and enhancement will be 24,616 sq. ft. The Applicant proposes to remove and control the invasive species, primarily Phragmites australis, and plant native shrubs and a wetland seed mix. The restoration strategies are described in the report prepared by Weston & Sampson included in the application. The Commission will require a three year monitoring program after the initial restoration. The Commission finds that the proposed mitigation will provide a significant benefit to the wetland.
