Site work, paving and renovation of a mixed-use development in Burbank, California. Conceptual plans call for the renovation of a transportation facility; for site work for a transportation facility; and for paving for a transportation facility.

As of August 20, 2025, this project has been canceled. The Burbank-Glendale-Pasadena Airport Authority is requesting Statements of Qualifications ("SOQs") from highly qualified and experienced firms to contract for Project and Construction Management Services at Hollywood Burbank Airport. Please review the attached RFQ package as well as all Special Notices in their entirety for all requirements. All questions must be submitted through the PlanetBids Q&A tab no later than April 1, 2024, at 5:00 p.m. Select "Place e-bid" to start entering bid information. All information entered is visible only to bidder. Data entered may be "saved" or "submitted" and revised or withdrawn up to the closing deadline. Documents must be uploaded in PDF format. It is the Proposer's responsibility to ensure their proposal documents are properly uploaded onto the Airport Authority's online bid management system. Proposals that are missing pages, cannot be opened, etc. may be considered unresponsive. It is the Proponent's sole responsibility to contact the Airport Authority's online bid management provider (PlanetBids at 818-992-1771) to resolve any technical issues related to electronic bidding, including (but not limited to) registering as a vendor, updating passwords, updating profiles, uploading/downloading documents, submitting an electronic bid/proposal, etc. Prevailing Wage Required Submission of bid/proposal shall be exclusively through PlanetBids. It is the bidders'/proposers' sole responsibility to thoroughly review the submission requirements and adequately plan time needed to upload and review their submission. The Authority is soliciting SOQs from qualified and experienced professional firms to provide PM/CM services for the following projects: o Runway 8-26 Pavement Reconstruction o Taxiway A/C Extension/Construction o Southeast Quadrant Landside Reconfiguration o Escalator and Elevator Improvements o Additional as-needed projects that are not subject to federal grants. This contract will be procured utilizing FAA Airport Improvement Program ("AIP") procedures but may be used for non-AIP projects as well. The Runway 8-26 Pavement Reconstruction and Taxiway A/C Extension/Construction projects are anticipated to be funded with FAA AIP grants. Respondents shall indicate their interest in either airside or landside projects. The Runway 8-26 Reconstruction project will generally focus on reconstructing the pavement to sustain a projected 20-year usable pavement life and to ensure pavement and infield surfaces are graded to promote adequate drainage. The Reconstruction project was originally envisioned as a rehabilitation and was forecast as such in the current FY2025-2029 Airport Capital Improvement Plan ("ACIP"), which is included as Attachment E. However, a subsequent analysis and investigation of pavement condition, performed in January 2024, has established a need for a full runway reconstruction. The reconstruction will likely require nightly closure of the runway which would create a challenging work environment for the contractor. The project construction was originally scheduled to begin in FY 2025. Due to funding availability, the Authority may choose to defer the project a few years. The Authority may either defer the issuance of a task order for this PM/CM work, or choose to rebid the work in the future. The Taxiway A/C Extension project will extend Taxiway A from Runway 8-26 south to Runway 33 threshold, and will extend Taxiway C between Taxiway G and Runway 26 threshold. The extension will provide full-length parallel taxiways for both runways and will have proper separation to account for runway object free area, taxiway object free area, and building restriction lines. These airfield improvements will enhance the operational safety and efficiency of aircraft movements on the ground. A portion of the project limit is located within the existing terminal and short-term parking garage footprint. Construction of this project is scheduled to begin in FY 2027, however, design will begin approximately Summer 2024 due to the need to coordinate scope of work in project areas that overlap the limits of existing terminal's demolition and that border the Southeast Quadrant Landside Reconfiguration project. The Authority would require PM services to commence immediately after award of the contract, while CM services will be needed closer to the construction timeline in FY 2027
