Site work and paving for a mixed-use development in Elmhurst, Illinois. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The work in general shall consist of concrete deck replacement of the Park Avenue Bridge over Robert Palmer Drive. The work includes removing the existing bridge deck which covers approximately 3015 square feet and includes a 2 1/4 " latex modified concrete wearing surface, removal and replacement of steel diaphragms at the abutments, preformed joint strip seal, containment and disposal of lead paint residues, cleaning and painting steel bridge, removal and replacement of parapets on the wingwalls, removal and replacement of sidewalks and concrete curb and gutter, removal and replacement of asphalt surface on approaches, structural repairs of concrete abutments, and removal and reinstallation of bridge mounted light poles, aluminum railing, and bridge mounted digital sign. Related work includes, but is not limited to, traffic control and protection and protective shield. Work at First Street Bridge over Robert Palmer Drive includes containment and disposal of lead paint residues and cleaning and painting steel bridge. The City of Elmhurst will in no case be responsible for any costs, expenses, losses, or changes in anticipated profits resulting from such failure or neglect of the bidder. The bidder shall not take advantage of any errors or omission in the plans or proposal. All contractors performing Structures (Highway), Structures Repair, Concrete Construction, and Painting and Cleaning must be prequalified by the Illinois Department of Transportation. COMPLETION DATE Time is of the essence of the contract. The Work will commence expeditiously after the date the City gives the Contractor written notice to proceed. The Contractor shall commence work no earlier than May 13, 2024. The Contractor shall complete the work by the specific date in the bid form and meet the Substantial and Final Completion dates for the specified scope of work . The bridge is to be open to vehicular traffic and pedestrian traffic by the Substantial Completion date of August 30, 2024. Bridge painting and all other remaining work not essential to reopening the bridge and approaching roadway and sidewalk shall be completed by the Final Completion date of October 25, 2024. The "Completion Date" is further described in the Special Provisions. The contract completion period may be extended only by written change order. BID SECURITY Each bid shall be accompanied by a proposal guaranty in the form of a bid bond, executed by a corporate surety company, a bank cashier's check, or a certified check payable to the City of Elmhurst for not less than five percent (5%) of the amount bid. The proposal guaranty checks of all, except the two (2) lowest responsible bidders, will be returned after the proposals have been checked and tabulated. The proposal guaranty checks of the two (2) lowest responsible bidders will be returned after the contract and the contract bond of the successful bidder have been properly executed and approved. Bid bonds will not be returned. RIGHT TO REJECT BIDS The City of Elmhurst reserves the right to waive technicalities and to reject any and all proposals for any reason deemed in the best interest of the City of Elmhurst. AWARD OF CONTRACT Unless all bids are rejected, the contract award will be made to the lowest responsive responsible bidder. In determining who the lowest responsive responsible bidder is, the City of Elmhurst will consider all factors which it, in its discretion, deems relevant in determining who the lowest responsive responsible bidder is. Bidders who are awarded a contract shall be required to provide a Labor and Material Payment Bond and a Performance Bond, each in the total amount of the contract sum upon execution of the contract. PAYMENT OF PREVAILING WAGES The general prevailing rate of wages in DuPage County for each craft or type of worker or mechanic needed to execute the contract or perform the work, also the general prevailing rate for legal holiday and overtime work, as ascertained by the Illinois Department of Labor, shall be paid for each craft or type of worker needed to execute the contract or to perform the work WORK RATING To be authorized to bid and to be awarded the contract, the contractor shall, at both the time of bid submittal and at the time of contract award, be prequalified with the Illinois Department of Transportation and have an approved Work Rating in Work Category 9 - Structures. Contractor and/or subcontractor performing cleaning and painting of structural steel shall be prequalified with the Illinois Department of Transportation and have an approved Work Rating in Work Category 25 - Painting and Cleaning. Work categories are as listed and described in Appendix A - Available Work Categories of Part 650 - Prequalification of Contractors, Authorization to Bid, and Subcontractor Registration of Chapter IX: Department of Transportation of Subtitle B: Supplemental Procurement Rules of Title 44: Government Contracts, Procurement and Property Management of the Illinois Administrative Code, 44 Il. Adm. Code 650.
