Site work for a water / sewer project in New Bern, North Carolina. Completed plans call for site work for a water / sewer project.

Description: The Craven County, North Carolina, Board of County Commissioners is seeking qualified contractors to provide construction of a living shoreline/marsh sill located along the shore of the Neuse River. Craven County ("COUNTY") seeks to establish primary contract for construction of a living shoreline/marsh sill project located along the shore of the Neuse River adjacent to East Front Street and the US Highway 17 West Bridge exit to New Bern as shown in the project Plan Sheets. The project consists of an approximately 230 linear foot marsh sill to be located in the Neuse River adjacent to the shoreline. Proposing firms ("CONTRACTOR") must have performed similar services as a prime or subcontractor and provide references from the project owners where these operations took place. Craven County is requesting proposals along with statements of qualifications to include descriptions of past projects of similar size and scope that the Contractor has executed and can provide references from the owner. The project site is located along the Neuse River within Craven County, NC., adjacent to East Front Street and the US Hwy 17 South Exit Ramp to New Bern. The Contractor will execute the Scope of Work (SOW) as presented on the Living Shoreline/Marsh Sill Construction Project, Plan Sheets 1-5. The Bid Schedule included in Section XIII; page 13 of this RFP shall be used in the Contractors Submittal package for this project. The Scope of Work (SOW) anticipated for this contract includes work on a narrow 3.63 - acre parcel situated between the US Hwy 17 South Exit ramp to New Bern and East Front Street adjacent to the Neuse River in Craven County, NC. The project generally includes establishing a minimally disturbed area to accommodate a temporary equipment and materials staging area along the east side of East Front Street within the North Carolina Department of Transportation Right-of-Way (ROW), and access from East Front Street to the project work site, installing erosion and sedimentation control features, installation of a 230 LF, Class 2 Rip Rap marsh sill to the proposed dimensions and elevation as shown in the Plans, and to install marsh grass plantings of the specified type/species and density as indicated in the Plans. Any debris encountered in execution of the work is to be considered incidental to the work and is to be removed and disposed at the Coastal Regional Solid Waste Management Facility in Craven County for final disposal. Upon completion and acceptance of the project all features of the temporary access shall be removed and the site returned to its original condition. The Craven County Board of Commissioners reserves the right to waive any informalities, to reject any and all responses to the Request for Proposal, and to accept any responses which in its opinion may be in the best interest of Craven County. Only written questions will be considered. Any questions that the County feels are pertinent to all proposers will be mailed as an addendum to the RFP. E-mail messages will be treated as written questions. MINORITY BUSINESSES The County of Craven encourages all businesses, including DBE, minority, and women-owned businesses to respond to all Request for Proposals. AWARD/CONTRACT TIME No part of this solicitation is to be considered part of a contract nor are any provisions contained herein to be binding of Craven County. However, once a contractor has been selected for this RFP, and selected contractor's submittal will become part of the contract. Award shall be made to the responsible contractor whose proposal is determined to be the most advantageous to the County, taking into consideration the evaluation factors set forth in the RFP. No proposal may be considered or accepted unless at the time of its filing the bid shall be accompanied by a bid bond in the amount of five percent (5%) of the bid price Performance and Payment Bond: Selected contractor will be required to post a Performance and Payment Bond in the amount of 100% of the project's estimated contract cost as calculated on the Bid Schedule sum total. The Performance and Payment Bond shall remain in place throughout the contract execution period and shall be in place prior to Craven County issuance of a Notice to Proceed and Task Order. The total amount of the Performance and Payment Bond shall remain in effect until such time as the scope of work contained in the contract is completed as determined by the County, and Certification of Payment by the contractor has been received certifying all vendors, suppliers, and subcontractors have been paid. The County may at their sole discretion retain a portion of the Performance and Payment Bond for up to 180 days after acceptance and final payment for the work. Craven County anticipates award of contract on April 1, 2024 with a Draft Scope and Notice to Proceed (NTP) issued April 2, 2024. Before the start of construction all submittals must have been received and accepted by the County, and a pre-construction conference must be held with Craven County, Contractor, and Craven County Project Manager to discuss the plans and specifications and address any questions concerning construction.
