Site work for a municipal facility in Pittsburgh, Pennsylvania. Completed plans call for site work for a municipal facility.
The project consists of the reconstruction of the Pleasant Hills Borough building and a masonry garage with associated storm sewers, grading, erosion control facilities, utility infrastructure, stormwater management facilities, and all necessary appurtenances. The proposed improvements result in an increase in impervious area. To account for an increase in impervious area above, an under-ground stormwater detention facility will be implemented to control the release rate ofpost-developed runoff. The existing Municipal Building and lower level of the Public Works Building will be demolished by another contractor including earth layback, site utilities, pavement, concrete, retaining walls, landscaping, trees. and amenities as noted on the (for reference only) drawings. General Construction includes but is not limited to: All sitework including a new parking lot, temporary fencing and site controls, E&S, site grading, concrete curbs, and sidewalks. Permanent fencing, dumpster enclosure, site utilities and landscaping. Construction of new buildings including excavation to subgrade, stone table, Caissons, grade beams, concrete, masonry and steel work, waterproofing and air barriers, exterior framing, insulation, and ceramic wall panels. Wood blocking, millwork, casework, and countertops. Roofing, roof ladders and hatches. All doors, frames and hardware, aluminum entrances and storefront, aluminum windows, hollow metal windows, borrowed lites, all glass and glazing, interior drywall partitions, ceilings, wall and floor finishes, painting, all division 10 items, Owner Furnished Contractor Installed equipment, detention equipment, projection screens, window treatments, elevator, etc... are included. Fire Protection shall provide a new design-build sprinkler system to provide 100% coverage for the Municipal building and the Public Works building as per NFPA 13. Plumbing shall provide a new water service starting 5' outside both the Municipal Building and Public Works building. Each building shall have new hot, cold, hot water recirculation lines to serve new fixtures. New Sanitary and vent system. New oil separator will serve the drainage from the garage. New storm system and gas system serving the buildings. New HVAC system shall serve both the Municipal Building and the Public works building. New Rooftops units and make up air units will serve the space. Split systems will serve the data rooms. Heating Hot water system with boiler, primary pumps will serve the terminal units for the Municipal Building. Space exhaust system will be provided to vent spaces. Electrical shall provide electrical service to the municipal building and public works building. The new electrical services will include new site utility provided transformer with electrical supplied concrete pads and duct banks. Municipal building and public works building will receive owner supplied emergency generators. The electrical contractor will receive and install owners supplied emergency generators. Owner supplied 208/120V 16000A and 208/120V 800A switchboards will be received and installed by the electrical contractor. Electrical contractor supplied and installed panelboards will be installed throughout the buildings. LED lighting will be installed throughout the municipal building with lighting controls. Accent LED lighting will be installed in the in the council chambers. Exterior building LED lighting will be installed. Public works building will have LED installed through the new addition and a portion of the existing public works building. 5 LED parking lot lights to be installed. Conduit and pull string will be installed for future EV charging stations. Prime Bidders' proposals must be accompanied by a certified check, certified bank treasurer's check, bank cashier's check, or bid bond in the form included with the bidding documents. A satisfactory corporate surety shall provide security in an amount equal to 10% of the base bid together with the aggregate sum of all additive alternates. The surety shall name as payee or obligee - Pleasant Hills Borough. Notice is hereby given that the Pleasant Hills Borough New Municipal Building & Public Works Addition and Renovations Project for which construction proposals are being solicited hereby is a construction project constructed by a public entity constituting public works and is subject to applicable provisions of the Pennsylvania Human Relations Act, the Pennsylvania Prevailing Wage Rates, Davis-Bacon Wage Rates, and other applicable Acts. This project will be using Pennsylvania and Federal Grants. The higher of the two wage rates will be used for certified payroll. All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, sale of bonds, or the award of a grant or grants, in which case bids shall be irrevocable for one hundred twenty (120) days. The Owner reserves the right to reject any or all bids and to waive any or all informalities, defects, errors, omissions, mistakes, or irregularities in proposals, to reject any or all proposals or parts thereof and to make awards as may be deemed in its best interest. Note: This is a re-bid for the Ground Improvement Contract. All previous bid documents dated March 8, 2024 are provided. Please review all information including updated Invitation to Bid and Bid Form.
