THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The purpose of this sources sought notice is to determine if there is another commercial vendor equivalent to Strategic Systems, Incorporated (SSI) to provide services to perform all technical activities required for the design and installation of a new Multi-Story Close Quarter Combat and Pool Recording (MST CQCR) and Special Effects system to be installed for the SOF Maritime Training Facility. The MST CQCR and Special Effects system will require the installation of numerous audio, visual, lighting, and special-effects items that must be properly integrated into the existing CQCR system without the use of middleware or adapters to facilitate communications between the two systems. The vendor must be able to provide the following design services. Design a control room to house CQC control and monitoring equipment. The control room must be located adjacent to the CQC and pool area and co-located with an electrical and communications room for equipment. Consolidate existing control room functions into the new control room, including new cable runs and all equipment from the existing communications closet. Design a movie-industry level special effects system for the pool and CQC area. The special effects system must include lighting illumination, strobes, sound effects, smoke generation, receptacles, magnetic locks and door controls, and closed-circuit television (CCTV) cameras throughout. All the special-effects systems must be monitored and manipulated by the command room. The system must be fully compatible and capable of integrating with the existing CQCR system. The vendor will be responsible for surveying existing system and designing programming required to integrate existing equipment into new control system. Obsolete equipment will be replaced. Design a special-effects control room to contain all the equipment control panels, switches, routers, servers, etc. This room must be immediately adjacent to the command room (wall to wall) to enhance the ability to maintain and modify scenarios for the training areas. Both rooms shall be equipped with raised floors, with below-floor connectivity to the two rooms. Currently, the existing Building 350 special-effects controls utilize Allen-Bradley PLCs and Axis Communications cameras. The building exterior, pool, and CQC areas shall be equipped with special effects and monitoring equipment, including: o Pan, tilt, and zoom (PTZ) CCTV for monitoring training scenarios (cameras shall be infrared night-vision type) o Control of lights o Exterior and interior door control (including within the ship facade) o Lighting scenario configurations and controls (including within the ship facade) o Sound effects (including within the ship facade) o Fog generation (pool area only) o Smoke dispersion equipment (within the CQC and ship facade areas only) o Control of fire alarm components to disable/enable smoke and heat detectors o Control of HVAC systems o Red warning lights at all entrances to alert when training events are in process o Red emergency push buttons to stop training exercises during an emergency o Within the CQC and interior ship facade, mount conduit on surfaces (not within walls or concrete) for ease of repairs. The Method of Contractor Selection has not been determined at this Time.
