Location of Services: Wildlife Health Laboratory - Animal Facility, North Central Region Headquarters, 1701 Nimbus Road, Rancho Cordova, California 95670, Sacramento County. Description: Provide all labor, tools, equipment, materials, incidentals, permits and taxes necessary to modify perimeter chain-link fence, replace metal roof, upgrade work areas, modify animal enclosures, upgrade plumbing/electrical systems and other miscellaneous work. Location of Services: Wildlife Health Laboratory - Animal Facility, North Central Region Headquarters, 1701 Nimbus Road, Rancho Cordova, California 95670, Sacramento County. Contract Term Date: Upon DGS approval until August 29, 2025 Time of Completion: Construction shall be completed within ONE HUNDRED SIXTY (160) WORKING DAYS following the official "Notice of Start Date" from the State to the Contractor to commence construction. Additional working days will be allowed for delays caused by unexpected changes including but not limited to supply chain or natural force. The contractor must advise Engineer IN WRITING of unexpected changes and obtain CDFW approval before any delays occur. License Required: A - "General Engineering Contractor" or B - "General Building Contractor" Estimated Cost: $700,000.00 Notice of Intent to Award: April 2024 Proposed Execution Date: June 2024 Proposed Start of Construction Date: June/July 2024 For general questions pertaining to the bidding requirements, please contact Engineering at 916-539-4060. A bid may be rejected if it is conditional or incomplete, or if it contains any alterations of form or other irregularities of any kind. The State may reject any or all bids and may waive an immaterial deviation in a bid. The State's waiver of an immaterial deviation shall in no way modify the IFB document or excuse the bidder from full compliance with all requirements if awarded the agreement. Award and Notification: Whenever an agreement is awarded under a procedure, which provides for competitive bidding, but the agreement is not to be awarded to the low bidder, the low bidder shall be notified by telegram, electronic facsimile transmission, overnight courier, or personal delivery five (5) working days prior to the award of the agreement. Bids of $5,000 and over shall have enclosed, a Cashiers Check, Certified Check, or a Bidder's Bond executed as surety by a corporation authorized to issue surety bonds in the State of California, made payable to the California Department of Fish and Wildlife, in an amount equal to at least 10% of the amount bid. INTERPRETATIONS AND ADDENDA: No oral interpretations shall be made to any bidder as to the meaning of any of the contract, or be effective to modify any part of the provisions of contract. Every request for any interpretation shall be made in writing and addressed and forwarded to the California Department of Fish and Wildlife, Engineering Section, 1812 9th Street, Suite 100, Sacramento, California 95811. Addendum: Any addendum issued during time of bidding and before the time of bid opening, or forming a part of documents loaned to bidders for the preparation of the bid shall be covered in the bid and shall be a part of the contract. All bidders are responsible to inquire as to addenda issued. The awarding agency reserves the right to reject all bids. The agency is not required to award an agreement. The California Department of Fish and Wildlife (CDFW), reserves the right to reject any or all bids and waive any informality in any bid. When the Contract Sum exceeds ten thousand dollars ($10,000), Contractor must furnish, in duplicate, a Performance Bond, to accompany the Contract, in an amount equal to one hundred percent (100%) of the Contract Sum guaranteeing faithful performance of the Work. Performance Bonds must be prepared on Performance Bond (FG-188) as furnished by the State. This may be waved by the department for small business/DVBE contracts and Emergency Contracts. Participation in Disabled Veteran Business Enterprise Program (DVBE): The minimum DVBE participation percentage goal is 3%. Failure to fulfill the DVBE requirement will render your bid non-responsive. DVBE Incentive: For evaluation purposes only, an incentive will be given to bidders who exceed 3% DVBE participation requirements. Refer to the Instructions to Bidders. Small Business Preference and Small Business Subcontractor participation: Five percent (5%) Small Business Preference will be granted to properly certified small businesses (a copy of your certification must be submitted with the bid proposal). As of March 1, 2015, Senate Bill 854 requires that No Contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the Department of Industrial Relations for projects greater than $25,000.00. Failure to register with DIR or list subcontractors not registered will render your bid non-responsive.
