Site work and paving for a mixed-use development in Vancouver, Washington. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and educational facility.

This project will install marked pedestrian crosswalks including illumination, school speed zone flashing beacons, signage, retrofit ADA curb ramps and sidewalk. This Contract provides for the improvement of pedestrian curb ramps, sidewalks, illumination, school speed zone flashing beacons, signing and striping, and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. Clearing and grubbing shall be performed to the cut and fill lines shown in the Plans and as directed by the Engineer. When no cut and fill lines are shown, the clearing and grubbing limits shall be the smallest area required to complete the Work. The Work includes the removal of pavement, sidewalks, curbs and gutters, drainage structures, pipe, fence, and other obstructions and manmade objects that lie within an excavation or embankment area. This Work shall consist of providing and placing one or more layers of plant-mixed hot mix asphalt (HMA) on a prepared foundation or base in accordance with these Specifications and the lines, grades, thicknesses, and typical cross-sections shown in the Plans. The manufacture of HMA may include additives or processes that reduce the optimum mixing temperature (Warm Mix Asphalt) or serve as a compaction aid in accordance with these Specifications. WMA processes include organic additives, chemical additives, and foaming. HMA shall be composed of asphalt binder and mineral materials as may be required, mixed in the proportions specified to provide a homogeneous, stable, and workable mixture. Questions and requests for clarification must be submitted using the electronic "CRP Inquiry Submittal Form" located on the County website. Primary bid items: Project Temporary Traffic Control, HMA CL. 3/8 IN. PG 58H-22, Cement Cone. Traffic Curb, Cement Cone. Sidewalk, Detectable Warning Surface, Intelligent Transportation System, Illumination System, Permanent Signing, Plastic Crosswalk Line. Liquidated Damages: Time is of the essence of the Contract. Delays inconvenience the traveling public, obstruct traffic, interfere with and delay commerce, and increase risk to Highway users. Delays also cost tax payers undue sums of money, adding time needed for administration, engineering, inspection, and supervision. Accordingly, the Contractor agrees: 1. To pay liquidated damages in the amount of *** $900 *** for each working day beyond the number of working days established for Physical Completion, and 2. To authorize the Engineer to deduct these liquidated damages from any money due or coming due to the Contractor. Owner Rights: The County reserves the right to waive informalities in the bidding,reject any or all bids, or cancel the bid if the best interests of Clark County are not served. The Bidder adds provisions reserving the right to reject or accept the Award, or enter into the Contract. The Contracting Agency reserves the right to approve or reject the insurance provided, based on the insurer's financial condition. Bond Notes: Each bid proposal must be accompanied by a bid deposit in the form of a certified check, cashier's check, or proposal bond in an amount of at least five percent (5%) of the total bid. Should the successful bidder fail to enter into a contract and furnish a satisfactory contract bond,the bid deposit shall be forfeited to Clark County.
